If you’re a talent cardholder in Hainan wondering about buying a car, here’s what you need to know. Several official documents—like the Implementation Measures for High-level Talents to Apply for Passenger Car Quotas (Trial) and the Supplementary Notice on Further Improving Talent Policy—set out clear rules for car purchase quotas.

No matter your nationality, as long as you meet the conditions, you can enjoy special car purchase policies. The quotas mainly fall into these seven categories:

1. Class A, B, C, and D talents can directly get additional passenger car quotas.

2. Class A and B talents can receive extra passenger car quotas right after certification.

3. Class E talents are eligible for incremental quotas on new energy passenger cars.

4. Qualified Class C and D talents can also get incremental quotas on new energy passenger cars.

5. All types of talents can apply to buy new energy passenger cars under the same conditions as regular Hainan residents.

6. Talents urgently needed and already working in Hainan—but not yet settled—can buy cars following the same rules as residents.

7. High-level talents employed for more than three years with at least one year of service in Hainan can, upon certification, enjoy the same car purchase treatment as local residents.
