Overseas high-end talents and talents urgently needed who cannot pay social insurance must provide labor relations certificates such as labor contracts or employment agreements of over one year with enterprises or units registered and substantially operating in the Hainan Free Trade Port with relevant income derived from the Hainan Free trade port.
