I. Institutional integration and innovation for the setup of Party and government organs, functions and authority, and management methods.
According to the principle that "one category of things are managed by one department," Hainan will implement the super-ministry reform and construct an efficient administration system with full functions and simple organizational structure.

1. Promote the super-ministry reform.

II. Institutional integration and innovation for the rule of law. Hainan will accelerate the construction of a legal and regulatory system that is centred on the Hainan Free Trade Port Law, supports the national legal system, is in line with international practice, and adapts to the construction of Hainan Free Trade Port to create a law-based, international, and convenient business environment.

2. Establish a unified guidance system for the adjudication of similar cases in Hainan Free Trade Port.
3. Expand and open up the fields of legal services such as lawyers and notaries.
4. Establish and improve a diversified commercial dispute resolution mechanism and a centralized trial mechanism for international commercial dispute cases, and improve an effective mechanism for the connection among mediation, arbitration, and litigation.
5. Build a common public legal service system for the whole island.
6. Promote the "three-in-one" reform of maritime trials.


III. Institutional integration and innovation for trade liberalization and facilitation. Hainan will facilitate the settlement of cross-border trade in goods and services and new international trade, promote the free and convenient flow of various elements of cross-border trade, and gradually promote the construction of a new regional international trade centre.
In the field of trade in goods: implement "zero tariff," and effectively allocate international and domestic resources; in the field of trade in services: "both access and operation are granted," to eliminate barriers to trade in services.

6. Apply the negative list system to the control of imports and exports.
7. Build a high-standard "single window" platform for international trade.
8. Establish a new port supervision mode featuring free flow through the "first line" and efficient control at the "second line."

IV. Institutional integration and innovation for streamlining administrative licensing and deepening the "most-simplified-approval" system. Hainan will promote the application of the "most-simplified-approval" system in an all-round way and implement the system of "standard places" or "notification of commitments." Support the implementation of "special most-simplified-approval" in qualified industrial parks.

11. Implement the reform of the "most-simplified-approval" system throughout the island.

V. Institutional integration and innovation for investment liberalization and facilitation. Hainan will significantly ease market access, strengthen property rights protection, ensure fair competition, create an open and transparent investment environment, and energize market entities.

12. Establish an investment facilitation system focusing on process supervision.

13. Build a high-standard "single window" platform for international investment.
14. Carry out a comprehensive pilot program for overseas investment facilitation and implement the foreign investment record-filing system.

VI. Institutional integration and innovation for optimizing the business environment. Hainan will build a well-directed, horizontally comparable, and provincially unified business environment evaluation index system based on the World Bank's business environment evaluation index system and characterized by comprehensive indexes.

15. Launch a pilot program for the qualified hypothetical regulatory model featuring "unconditional access, registration-like filing, exemption from approval, and credit system-based supervision" in areas with mandatory standards.
16. Create a position of "Free Trade Port Business Environment Experience Officer."
17. Establish an innovative integrated intellectual property protection mechanism and build a comprehensive intellectual property protection center.

VII. Institutional integration and innovation for the free and convenient flow of funds. Hainan will accelerate the establishment of and continuously improve the functions of multi-functional free trade accounts, fully implement macro-prudential management of consolidated cross-border financing, promote full convertibility of capital accounts in steps and stages, and improve liberalization and facilitation of cross-border trade and investment in financial services. Build a financial reform and innovation system that supports the development of the real economy.

18. Open up capital accounts in phases, establish a macro-prudential management system for cross-border financing of free trade port, carry out a pilot program for QFLPs and QDLPs, and establish and improve a new cross-border financing management system.

19. Develop key industries like trade finance, consumer finance, green finance, technology finance, and maritime finance in the modern industrial system of Hainan.

20. Implement the conversion of bank authenticity review from pre-review to post-review.
21. Explore the pilot program for integrated financial regulation.
22. Establish a new foreign debt management system, combine the foreign debt management framework in the transaction link on a pilot basis, and improve the record-filing and registration system for the issuance of foreign debts by enterprises.

VIII. Institutional integration and innovation for liberalization and facilitation of entry/exit of people. Hainan will establish a talent service management mechanism that is in line with international standards and embodies Chinese and Hainan characteristics.

23. Build a "single window" platform for talent service management.
24. Establish a market-oriented talent introduction and identification mechanism.
25. Establish a negative list system for managing work permits of foreigners in Hainan.
26. Establish an integrated management model for work and residence permits of foreigners.

IX. Institutional integration and innovation for transport liberalization and facilitation. Hainan will implement highly free and convenient transport policies, build a modern comprehensive transport system, and develop a new land-sea corridor and an international shipping and aviation hub in the west.

27. Innovate the Hainan bonded aviation oil management system, form a fully competitive aviation oil supply and marketing system with diversified subjects, and establish an aviation oil price system in line with international standards.
28. Establish a high-level international ship registration system for Hainan Free Trade Port.
29. Implement the mechanisms for vertical and dual management of the civil aviation industry and joint civil-military airspace control by central and Hainan authorities.

X. Institutional integration and innovation for the safe and orderly flow of data. Focusing on the construction of "Smart Hainan," Hainan will expand the opening up of value-added telecommunications services and cross-border data transmission, innovate the security management system for cross-border data transmission, improve the convenience of data transmission, and foster the development of digital economy.

30. Implement innovative systems related to data resource empowerment, openness, circulation and trading.

XI. Institutional integration and innovation for key industrial parks.

31. With eleven key industrial parks taken as pilot projects, in line with international advanced experience, the industrial parks will explore a standard and full-chain service system suitable for their own development in terms of industry introduction, project landing, talent services, and management system.

32. Establish a joint evaluation and review mechanism for key industrial park projects to realize one-window acceptance and one-stroke notification and handling of various permits.
33. Implement a system for the facilitation of cross-border trade in services (export).
34. Construct Yangpu Port Bonded Oil Supply Center and innovate the management and comprehensive supervision of bonded oil filling qualification.
35. Establish a comprehensive regulatory system for licensed imports of medicine and medical instruments.
36. Innovate a comprehensive service mechanism for cross-border health insurance.

XII. Institutional integration and innovation for deepening the "multiple regulations integration" reform and strengthening the guarantee of land and sea use and other elements. To realize "a game of chess in the whole province and the integration of the whole island," Hainan will establish and improve a unified and efficient system for compiling and implementing land and space plans, and promote the reform of the administrative examination and approval system for land and space use control and of the rural land system to realize the rational allocation and efficient utilization of land, sea and other resources.

44. Implement institutional integration and innovation to promote the construction of an island for science, technology, agriculture and medicine.

45. Establish a housing security system of Hainan Free Trade Port featuring multi-agent supply, multi-channel security, and rent-purchase integration.

46. Innovate the administrative division management services of Hainan Free Trade Port.

XIV. Institutional integration and innovation for the construction of a national pilot zone for ecological conservation. Hainan will establish a system for efficient utilization of resources in an all-round way, promote the utilization of low-carbon energy, coordinate the systematic governance of mountains, rivers, forests, fields, lakes, and grass, and build rural ecological civilization. It shall explore a government-led and sustainable ecological protection compensation mechanism featuring enterprise and social participation, and market-oriented operations.

47. Innovate the management system and operation mechanism of Hainan National Tropical Rainforest Park.
48. Perfect the environmental credit assessment mechanism and improve preparedness and response capabilities for ecological environment emergences.

XV. Institutional integration and innovation for the reform of fiscal and taxation systems.

49. Advance the reform of the division of fiscal powers and expenditure responsibilities by sector.
50. Promote the tax system simplification reform by step.

XVI. Institutional integration and innovation for the reform of state-owned enterprises. Hainan will accelerate the restructuring and reorganization of state-owned enterprises, promote the pilot reform of investing in and operating companies with state-owned capital, and shift from the traditional management of enterprises to the management of capital.

51. Complete the corporate reform of state-owned enterprises, deepen the pilot reform of investing in and operating companies with state-owned capital, and implement classified and precise supervision.

52. Improve state-owned capital supervision and management institutions, and build a general pattern of state-owned capital supervision.

XVII. Institutional integration and innovation for supervision, assessment, evaluation, fault tolerance, and error correction. 56. Create a real-time, precise, senseless, anti-smuggling, joint prevention and control mechanism.
57. Create a network public opinion research and emergency response mechanism suitable for the development of Hainan Free Trade Port.
58. Establish and improve the monitoring system for the flow of funds into and out of the island, and establish a risk monitoring mechanism for monitoring and early warning, macro-prudential assessment, and coordination of cross-border fund flow with the integration of domestic and foreign currencies.
