In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on the construction of Hainan Free Trade Port, put in place the requirements of the Overall Plan for the Construction of Hainan Free Trade Port, expedite trade liberalization and facilitation in Hainan Free Trade Port, and achieve the development objectives by steps and phases by 2025 with high quality and standards, upon approval by the State Council, the Ministry of Commerce and other 19 government agencies have issued the Measures for Promoting Trade Liberalization and Facilitation in Hainan Free Trade Port, which clarify 28 policies and measures, including 13 ones for trade in goods and 15 ones for trade in services.

Trade in Goods

1. The import or export of crude oil and refined oil through the "first line" at Yangpu Bonded Port Area will be first implemented on a pilot basis, and shall not be subject to the enterprise qualification and quantity management.

2. The import of sugar shall not be subject to the tariff quota.

3. Delegate the power to license bonded refuelling for internationally navigating ships.

4. In areas where the policy of free flow through the "first line" and control at the "second line" are implemented, cancel automatic import license management in principle.

5. Cancel import license management for mechanical and electrical products.

6. Support the export of used vehicles.

7. Support new offshore international trade.

8. Support a pilot program for examination and approval of qualifications of the relevant certification agencies.

9. Improve the warning and rapid response ability in supervising and managing the quality safety risk of imports and exports.

10. Strengthen innovation in the customs supervision mode and implement the two-level examination and approval mode.

11. Hainan Free Trade Port is supported in participating in the formulation of recommended national standards as well as local and group standards.

12. Establish a trade friction workstation.

13. Establish a trade adjustment aid mechanism.

Trade in Services

1. Allow foreign institutions to independently hold foreign-related economic and technological exhibitions that use no word like "China," "Chinese," "National," or "State" in the title.

2. The record-filing or registration of foreign trader is not required in the operating activities related to technology import or export.

3. Explore the cancellation of the approval and licensing for the establishment of auction enterprises and the record-filing of franchisees.

4. Explore the cancellation of record-filing of franchisees.

5. Promote a pilot program for the innovative development of trade in services.

6. Support the development of digital trade.

7. Establish a ministry-province cooperation fast-response channel for technology import and export safety management.

8. In some key sectors, standardize domestic regulations affecting the liberalization and facilitation of trade in services first.

9. Ensure the success of the China International Consumer Products Expo.

10. Support the building of a national cultural export base.

11. Develop a national foreign cultural trade base.

12. Promote major enterprises and projects to settle in Hainan Free Trade Port.

13. Encourage innovation in the international cooperation mode of trade in services.

14. Support the development demands of Hainan Free Trade Port when signing new international cooperation agreements on trade in services.

15. Improve the international statistical monitoring system for trade in services.
