English is provided for reference only. In case of any discrepancy, the Chinese version shall prevail.)</i><br><br><br><br><b><s><b></b></s>Notes:</b><br><br><br><br>I. The Special Administrative Measures for Foreign Investment Access to Hainan Free Trade Port (Negative List) (hereinafter referred to as the "FTP Negative List") uniformly set out special administrative measures for foreign investment access regarding equity requirements and requirements for senior management and shall apply to the entire Hainan Island. Sectors not covered in the FTP Negative List shall be subject to administration in accordance with the principle of equal treatment for domestic and foreign investments.<br><br><br><br>II. Overseas investors are forbidden to engage in investment activities as owners of individual businesses, investors of sole proprietorships, or members of farmers' professional cooperatives.<br><br><br><br>III. In the course of performing their duties in accordance with the law, the relevant competent authorities shall refuse to handle a license application, business registration, or any other related matter for any overseas investor intending to invest in a sector covered in the FTP Negative List but not in compliance with the provisions of the FTP Negative List; and refuse to handle the relevant approval matters if the approval involves any fixed-asset investment project. Overseas investors shall not establish foreign-invested partnerships when investing in sectors with equity requirements.<br><br><br><br>IV. After being examined by the relevant competent authority under the State Council and reported to the State Council for approval, specific foreign investments are not required to be subject to the provisions of the FTP Negative List on the relevant sectors.<br><br><br><br>V. Mergers and acquisitions of affiliated domestic companies by overseas companies legally established or controlled by domestic companies, enterprises, or natural persons thereby shall be handled in accordance with the relevant provisions on foreign investments, overseas investments, and foreign exchange administration.<br><br><br><br>VI. Measures concerning administrative examination and approval, qualification requirements, and national security in such sectors as culture and finance, which are not set out in the FTP Negative List, shall be governed by existing provisions.<br><br><br><br>VII. Where the Mainland and Hong Kong Closer Economic Partnership Arrangement and its follow-up agreements, the Mainland and Macao Closer Economic Partnership Arrangement and its follow-up agreements, the Cross-Straits Economic Cooperation Framework Agreement and its follow-up agreements, and any international convention or treaty of which China is a contracting state or to which China has acceded, set out provisions on access treatment for overseas investors that are more preferential, such provisions shall prevail.<br><br><br><br>VIII. The FTP Negative List shall be construed by the National Development and Reform Commission and the Ministry of Commerce in concert with the relevant authorities.<br><br><br><br><b><s><b></b></s>Special Administrative Measures:</b><br><br><br><br><b><s><b></b></s>I. Agriculture, Forestry, Animal Husbandry, and Fishery</b><br><br><br><s></s><li>The Chinese party shall hold no less than 34% of shares in the breeding of new varieties of, and production of the seeds of, wheat and corn.</li></ul><br><br><s></s><li>Investment in research and development, cultivation, and plantation of Chinese rare and unique precious fine varieties, as well as production of the relevant propagative materials (including excellent genes in planting, animal husbandry, and aquaculture industries), shall be prohibited.</li></ul><br><br><s></s><li>Investment in the breeding of genetically modified varieties, and the production of genetically modified seeds (fingerlings), of crops, breeding stock and poultry, and aquatic fingerlings shall be prohibited.</li></ul><br><br><b><s><b></b></s>II. Manufacturing</b><br><br><br><s></s><li>Production of satellite television broadcasting ground receiving facilities and key components.</li></ul><br><br><b><s><b></b></s>III. Production and Supply of Electricity, Heat, Gas, and Water</b><br><br><br><s></s><li>For construction and operation of nuclear power plants, the controlling stake shall be held by the Chinese party.</li></ul><br><b><s><b></b></s><br><br>IV. Wholesale and Retail</b><br><br><br><s></s><li>Investment in wholesale and retail of tobacco, cigarettes, re-dried leaf tobacco, and other tobacco products shall be prohibited.</li></ul><br><br><b><s><b></b></s>V. Transport, Warehousing, and Postal Industries</b><br><br><br><s></s><li>The controlling stake in domestic water transportation companies shall be held by the Chinese party.</li><br></ul><br><s></s><li>The controlling stake in public air transportation companies shall be held by the Chinese party, and the investment ratio of a foreign investor and its affiliate(s) shall not exceed 25%, and the legal representative shall be a Chinese citizen. The legal representative of a general aviation company shall be a Chinese citizen; the general aviation companies serving the agricultural, forestry, and fishery industries shall be limited to the form of equity joint venture; the controlling stake in other general aviation companies shall be held by the Chinese party.</li></ul><br><br><s></s><li>For construction and operation of civil airports, the comparative controlling stake shall be held by the Chinese party. The foreign party may not participate in the construction and operation of the airport tower.<br><br>Investment in postal companies and the domestic express delivery business for letters shall be prohibited.</li></ul><br><br><b><s><b></b></s>VI. Information Transmission, Software, and Information Technology Services</b><br><br><br><s></s><li>Telecommunication companies: value-added telecommunications services (except for online data processing and transaction processing) shall be implemented in accordance with the Special Administrative Measures for Foreign Investment Access to Pilot Free Trade Zones (Negative List); enterprises with registered entities and service facilities in Hainan Free Trade Port are allowed to develop Internet data center, content distribution network, and other business throughout Hainan Free Trade Port and international markets; for the basic telecommunications business opened up in China's WTO commitments, the controlling stake shall be held by the Chinese party.</li></ul><br><br><br><s></s><li>Investment in Internet news and information services, Internet publishing services, Internet audio-visual program services, Internet cultural operations (except for music), and Internet public information release services (except for those contents opened up in China's WTO commitments) shall be prohibited.</li></ul><br><br><b><s><b></b></s>VII. Leasing and Commercial Services</b><br><br><br><s></s><li>Investment in Chinese legal affairs (except for provision of information on impact on Chinese legal environment and certain commercial non-litigation legal affairs involving Hainan) shall be prohibited, and an overseas investor shall not become a partner of a domestic law firm.</li></ul><br><br><s></s><li>The controlling stake in radio and television ratings surveys shall be held by the Chinese party. Chinese party shareholding in social surveys shall not be less than 67%; the legal representative shall be a Chinese citizen.</li></ul><br><br><b><s><b></b></s>VIII. Scientific Research and Technical Services</b><br><br><br><s></s><li>Investment in the development and application of human stem cells and gene diagnosis and treatment technologies shall be prohibited.</li></ul><br><br><s></s><li>Investment in humanities and social science research institutions shall be prohibited.</li></ul><br><br><s></s><li>It is prohibited to invest in geodetic surveying, marine surveying and mapping, aerial photography for surveying and mapping, ground motion surveying, and surveying and mapping of administrative boundaries; preparation of topographic maps, world administrative area maps, national administrative area maps, maps of administrative areas at or below the provincial level, national teaching maps, local teaching maps, and true three-dimensional maps and electronic navigation maps; and regional geological mapping, mineral geology, geophysics, geochemistry, hydrogeology, environmental geology, geological disasters, remote sensing geology, and other surveys (mining right holders are not subject to these special administrative measures when carrying out work within the scope of their mining rights).</li></ul><br><br><b><s><b></b></s>IX. Education</b><br><br><br><s></s><li>Pre-schools, ordinary high schools, and education institutions of higher learning are subject to Sino-foreign cooperative education (except for overseas high-level universities of science, engineering, agriculture, and medicine, vocational colleges, and non-academic vocational training institutions), and must be led by the Chinese party (the president or the chief executive shall have Chinese nationality, and at least half of the members of the council, board or joint administrative committee shall be Chinese members).</li></ul><br><br><s></s><li>Investment in compulsory education institutions or religious education institutions shall be prohibited.</li><br></ul><br><br><s></s><li>X. Health and Social Work</li></ul><br><br><s></s><li>Medical institutions are limited to the form of equity joint venture.</li></ul><br><br><b><s><b></b></s>XI. Cultural, Sports, and Entertainment Industries</b><br><br><br><s></s><li>Investment in news organizations (including but not limited to news agencies) shall be prohibited.</li><br></ul><br><s></s><li>Investment in editing, publishing, and production of books, newspapers, periodicals, audio-visual products, and electronic publications shall be prohibited.</li></ul><br><br><s></s><li>Investment in various levels of radio stations (outlets), television stations (outlets), radio and television channels (frequencies), and radio and television transmission networks (transmitter stations, relay stations, radio and television satellites, satellite uplink stations, satellite receiving stations, microwave stations, surveillance stations, cable radio and television transmission networks, etc) shall be prohibited.                         <content:encoded><![CDATA[<s></s>Yangpu Economic Development Zone’s Ten Measures to Encourage Talent Introduction.jpg<br><br><br><br><b><s><b></b></s><s><span style="font-size:1.0em"></span></s>Yangpu Economic Development Zone’s Ten Measures to Encourage Talent Introduction</b><br><br><br><br>The following talent introduction measures are formulated on the basis of reality, in order to further innovate the talent system and mechanism of the development zone, comprehensively improve the level of talent service, promote the development of talents, build a talent highland, and provide talent guarantee and intellectual support for the construction of free trade port:<br><br><br><br><b><s><b></b></s>I. Fully ease restrictions on residence registration for talents</b><br><br><br><br>Talents from outside the province who have signed formal labour contracts with key employers in the development zone can register for permanent residence, and their spouses, minor children and parents who have reached national legal retirement age living with them can move with them.<br><br><br><br><b><s><b></b></s>II. Protect talents to settle down in all-round way</b><br><br><br><br>(I)	If the talents introduced by key employers and their family members have no houses in the development zone, they can purchase one set of commodity housing in the zone.<br><br><br><br>(II)	Master-level talents, outstanding talents and leading talents can enjoy a rent-free talent apartment of not less than 120 square meters and will be granted all property rights for free after working in the development zone for five years. The key high-level talents introduced by the development zone are determined in line with the system of “one case one discussion”.<br><br><br><br>(III)	The introduced full-time talents who rent houses in the zone can enjoy rental subsidies, which are paid by the development zone finances. Housing rental subsidies shall be granted for a cumulative period of less than 36 months and will be received and granted on a quarterly basis. <br><br><br><br>The subsidy guiding criteria are: top-notch talents RMB 3,000/month, other high-level talents RMB 2,000/month, full-time master graduates (intermediate title, senior technician) RMB 1,500/month, full-time undergraduate graduates (junior title, technician) RMB 1,000/month, full- time college graduates (senior worker) RMB 800/month.<br><br><br><br>(IV)	The introduced full-time talents who purchase houses in the province can apply for house purchase subsidies, which are paid by the development zone finances. The purchase subsidizes shall not exceed three years in total and will be handled and granted once a year. The subsidy guiding criteria are: top-notch talents RMB 36,000/year, other high-level talents RMB 24,000 / year, full-time master graduates (intermediate title, senior technician) RMB 18,000/year, full- time undergraduate graduates (junior title, technician)RMB 12,000/month, full-time college graduates (senior worker) RMB 9,600/year.<br><br><br><br>Talents or their spouses who have enjoyed the purchase of public housing, government-built affordable housing, restricted-sale commercial housing, unit-founded housing, employee housing, and preferentially allocated public rental housing or receive public rental housing subsidizes shall not apply for housing rental subsidizes and housing purchase subsidizes again.<br><br><br><br>Housing rental subsidizes will no longer be granted to those who have received subsidizes for purchasing houses. Provide high-quality health care</b><br><br><br><br>(I)	Open green channels for medical treatment for the introduced talents and provide self- selected expert registration in cooperated grade A class three hospitals outside the zone.<br><br><br><br>(II)	Provide hospitalization nursing subsidies of not more than twelve months at most for high- level talents (master-level talents, outstanding talents, leading talents and top-notch talents) in accordance with the standard of one month for each full year of work. <br><br><br><br>The nursing subsidizes will be based on actual days of hospitalization and provided according to the average monthly salary standard of the province’s employed workers in the previous year.<br><br><br><br><b><s><b></b></s>V. Provide transitional protection for the employment of spouses of high-level talents</b><br><br><br><br>Encourage spouses of high-level talents to find their own jobs independently in a market- oriented manner. For the first, second and third-type talents among master-level talents, outstanding talents, leading talents, top-notch talents and other high-level talents, during their period of working in the development zone. <br><br><br><br>If their spouses are not employed, living expenses will be granted to them based on society’s average monthly salary of the province’s employed workers in the previous year, and both basic endowment insurance for urban and rural residents and basic medical insurance for urban and rural residents will be paid for them; in the coordinated area of Yangpu, their spouses who attend basic endowment insurance for urban employees in a flexible employment status and pay the premium can apply for financial subsidies, whose standard is 70% of their actual payment. <br><br><br><br>The maximum transitional protection period is three years.<br><br><br><br><b><s><b></b></s>VI. Improve the individual income tax subsidy policy on wages and salaries of talents</b><br><br><br><br>(I)	Foreign talents and residents of Taiwan, Hong Kong and Macao working in the development zone shall be subsidized by the development zone if the amount of individual income tax on wages and salaries paid in the development zone exceeds the taxable amount calculated based on 10% of their taxable income;<br><br><br><br>(II)	The following talents will be given a certain proportion of subsidizes in accordance with the local retention of individual income tax on wages and salaries paid during their period of working in the development zone:<br><br><br><br>1. Master-level talents, outstanding talents, leading talents and masters of South China Sea will subsidized based in line with the proportion of 100%;<br><br><br><br>2. Top-notch talents, doctoral students, entrepreneurial talents of South China Sea and chief technicians of South China Sea will be subsidized in line with the proportion of 80%;<br><br><br><br>3. Talents with an annual salary of RMB 200,000 (inclusive) to RMB 300,000 (exclusive) will be subsidized in line with the proportion of 50%; talents with an annual salary of RMB 300,000 (inclusive) to RMB 400,000 (exclusive) will be subsidized in line with the proportion of 60%; talents with an annual salary of RMB 400,000 (inclusive) or more will be subsidized in line with the proportion of 70%.<br><br><br><br>Those who worked full-time in key employers in the zone before May 13, 2018 and are assessed as high-level talents in the province on and after May 13, 2018 can be covered by this policy.<br><br>Talents who have enjoyed the individual income tax preferential policy in the development zone cannot enjoy it repeatedly.<br><br><br><br><b><s><b></b></s>VII. Accelerate the gathering of talents that are urgently needed and in short supply</b><br><br><br><br>(I)	For those who obtain the special allowance of the State Council, the local finance will provide a matching ratio of 1:1 during their period of working in the development zone.<br><br><br><br>(II)	The introduced full-time master-level talents, outstanding talents, leading talents, top-notch talents and other high-level talents will be individually given an one-time relocation allowance of RMB 100,000, RMB 80,000, RMB 60,000, RMB 40,000 and RMB 20,000 respectively.<br><br><br><br>(III)	For the introduced full time high-level talent team, if the team leader is a master-level talent, outstanding talent or leading talent, the team will be provided an one-time relocation allowance of RMB 500,000, RMB 300,000, RMB 200,000 respectively.<br><br><br><br>The talents that are graduate students in urgently needed majors from “Project 211”, “Project 985”or “Double First-Class” universities, overseas returnees with master’s degree or above abroad and those who have obtained intermediate professional titles introduced by key employers will be given a one-time relocation allowance of RMB 10,000 if they become full members when the probation period expires.<br><br><br><br>(V) Talents who fall into the category of skilled workers that are urgently needed and in shortage in the development zone and are introduced by key employers will be give a one-time relocation allowance of RMB 5,000 if they become full members when the probation period expires.<br><br><br><br>Those who have enjoyed the other talent introduction preferential policies in the development zone cannot enjoy it repeatedly.<br><br><br><br><b><s><b></b></s>VIII. Encourage employers to reserve talents</b><br><br><br><br>Employers are encouraged to seize the opportunity to reserve talents and sign outstanding talents in advance. Students at school who excel in conduct and academic performance and sign formal labour contracts with key employers in the development zone for more than three years can receive appropriate financial subsidies from the development zone every year, and the subsidy standards are as follows:<br><br><br><br>(I)	Full-time doctoral students, RMB 30,000 per person per academic year;<br><br><br><br>(II)	Full-time graduate students from elite schools (“Project 211”, “Project 985” and “Double First-Class” universities), RMB 20,000 per person per academic year;<br><br><br><br>(III)	Full-time undergraduate students from elite schools (“Project 211”, “Project 985” and “Double First-Class” universities), RMB 10,000 per person per academic year.<br><br><br><br><b><s><b></b></s>IX. Increase flexibility to introduce talents</b><br><br><br><br>(I)	Provide the same treatment as full-time talents: any flexibly introduced talents who sign work contracts with key employers in the development zone for more than three years and work for more than six months in the zone each year can enjoy the same housing rental subsidizes as the officially introduced talents according to their academic qualifications, professional titles and actual working time (less than 36 months in total) or the free talent apartments provided by management committee. <br><br><br><br>They can also enjoy the same policy of purchasing houses in the development zone as the officially introduced talents, and participate in the corresponding professional title appraisal in the development zone based on their management authority.<br><br><br><br>(II)	Provide health care holidays: any retired high-level “Migratory Birds” talents who sign work contracts with key employers in the development zone for more than three years and work consecutively for more than nine months each year can enjoy one month of free health care holidays in any city or county in Hainan province after working for accumulative twelve months in the development zone. <br><br><br><br>Those who choose to have the holidays in the region of Yangpu will be arranged in international high-end communities by talent department, while those who choose other cities or counties can enjoy health care subsidizes of not less than RMB 5,000/month.<br><br><br><br>(III)	Provide free health examination: the flexibly introduced talents by key employers can enjoy a free health examination for each full year of working during the service period.<br><br><br><br><b><s><b></b></s>X. Assist in handling vehicle guarantee for talents of major leading enterprises in the zone</b><br><br><br><br>Major leading enterprises and projects involving development of the development zone can refer to the provisions of Measures for Optimizing Talent Introduction service Guarantee of Headquarter Enterprise Teams by Hainan Province (for Trial Implementation). <br><br><br><br>Request for using gasoline passenger cars should be made to management committee of the development zone and the organization department of Yangpu working committee should make a special declaration to the talent bureau of the provincial party committee on behalf of it. <br><br><br><br>Upon approval, the private passenger cars that meet the provincial exhaust gas emission standards under the name of enterprise talents can be allowed to go through the transfer-in registration of vehicles outside the province.<br><br><br><br>The high-level talents involved in the above ten measures refer to those who are introduced by the development zone after May 13, 2018, meet the High-Level Talents Classification Standard of Hainan Province (2019) (Q.R.C.B.  No.13) and are included in the list of key employers (key industry units and major investment projects) in Yangpu economic development zone. Innovating Market Access Methods in Medicine and Health Sectors<br><br></b><br><br><b><s><b></b></s>(I) Supporting online sales of prescription drugs. <br><br></b><br><br>The Hainan Electronic Prescription Center (providing third-party information services for sales agencies of prescription drugs) will be established in Boao Lecheng International Medical Tourism Pilot Zone (hereinafter referred to as "Lecheng Pilot Zone"). The prescription drugs sold on the market in China, except for those subject to special administration as stipulated in the Drug Administration Law of the People's Republic of China, are allowed to be sold online by relying on the Hainan Electronic Prescription Center, without separate approval. <br><br><br><br>The Hainan Electronic Prescription Center connects with online hospitals, prescription systems of medical institutions in Hainan, sales platforms for prescription drugs, the medical insurance information platform, payment and settlement agencies, and commercial insurance agencies, to realize the unified collection of prescription-related information and the handling via a single website of such matters as prescription drug purchase, information security certification, and medical insurance settlement. <br><br><br><br>The Hainan Electronic Prescription Center and the relevant departments of Hainan Province shall formulate detailed work plans, strengthen the administration of high-risk drugs, and fulfill the primary responsibilities such as cyber security, information security, and personal privacy protection. <br><br><br><br>The blockchain, quantum information and other technologies are to be used to realize online and offline linked supervision, whole-process traceability of drug flows, and secure data storage. <br><br><br><br><i><s><i></i></s>(Led by: National Health Commission, National Medical Products Administration, and National Development and Reform Commission as per the division of responsibilities; participated in by: National Healthcare Security Administration, China Banking and Insurance Regulatory Commission, and National Administration of Traditional Chinese Medicine).</i><br><br><br><br><b><s><b></b></s>(II) Supporting the innovative development of China-made high-end medical equipment in Hainan. <br><br></b><br><br>The first (set of) high-end medical equipment is encouraged to be produced in Hainan. China-made large medical equipment produced in Hainan and included in the guiding catalog for promotion and application of the first (set of) major technical equipment or the catalog for allocation licensing for Category A and Category B large medical equipment shall be subject to the requirements of the relevant document on the first (set of) China-made equipment. <br><br><br><br><i><s><i></i></s>(Led by: Ministry of Industry and Information Technology, National Health Commission, and National Medical Products Administration; participated in by: National Development and Reform Commission)</i><br><br><br><br><b><s><b></b></s>(III) Increasing support for access to the medicine market. <br><br></b><br><br>The People's Government of Hainan Province needs to optimize the environment for research and development, testing, production, and application of medicine (traditional Chinese medicine, chemical medicine, and biological products), encourage enterprises engaged in research, development and production of China-made high-value medical consumables, national innovative drugs and traditional Chinese medicine to settle in Hainan, improve Hainan's financing system for research and development of new drugs, formulate a support system for research  and  development  of new drugs  that matches  with  drug marketing authorization holders, and motivate domestic and foreign pharmaceutical companies and drug research and development institutions to develop innovative drugs and improved new drugs in Hainan. Medical institutions settled in Lecheng Pilot Zone are supported to carry out clinical trials in accordance with the provisions. <br><br><br><br>Medical institutions in Hainan that meet the appropriate conditions are encouraged to directly use, in line with the principle of "import upon approval", the innovative drugs for which pharmaceutical companies registered in Hainan have completed Phase I-III clinical trials in China and obtained the marketing authorization, and the relevant government agencies shall not set additional requirements for market access. <br><br><br><br><i><s><i></i></s>(Led by: National Medical Products Administration, and National Health Commission; participated in by: National Administration of Traditional Chinese Medicine, and General Administration of Customs)</i><br><br><br><br><b><s><b></b></s>(IV) Fully relaxing access restrictions on contract research organizations (CROs). <br><br></b><br><br>The People's Government of Hainan Province shall formulate the policies and opinions on supporting CROs to settle in Hainan, provide support for the establishment of a regional ethics center for international standards for medical research in Hainan, encourage Hainan's medical institutions to cooperate with CROs, and improve the technical capability for clinical trials and quality management of medical institutions. <br><br><br><br>The approval and record-filing procedures for traditional Chinese medicine preparations  of medical institutions shall be optimized and improved. The relevant standards shall be formulated in accordance with the principles of safety and effectiveness, and the pilot program of clinical trial and re-evaluation after marketing of traditional Chinese medicine shall be carried out in Hainan. <br><br><br><br><i><s><i></i></s>(Led by: National Medical Products Administration; participated in by: Ministry of Science and  Technology, National Health Commission, and National Administration of Traditional Chinese Medicine)</i><br><br><br><br><b><s><b></b></s>(V) Supporting the development of Hainan's high-end medical cosmetology industry. <br><br></b><br><br>Well-known medical cosmetology institutions are encouraged to settle in Lecheng Pilot Zone. The medical cosmetology institutions in Lecheng Pilot Zone may use in batches the medical cosmetology products marketed in the United States, the European Union, Japan and other countries or regions. Among them, drugs, medical devices and cosmetics that need to be registered or filed in China shall be registered or filed in accordance with the law. Lecheng Pilot Zone may formulate incentive measures. <br><br><br><br>The relevant government departments of Hainan Province shall research and put forward the list of imported drugs, medical devices, cosmetics companies and products required for the development of the medical cosmetology industry in Lecheng Pilot Zone, and assist the related companies in handling the registration, under the support of the national medical products administration. <br><br><br><br>Foreign high-level medical cosmetologists are supported to practice medicine in Hainan for a short period of time in accordance with laws and regulations. The development of the medical cosmetology tourism industry shall be promoted. Support is given to the introduction and organization of international and professional exhibitions, summits, and forums in the medical cosmetology industry. The approval and regulation of medical cosmetology institutions shall be standardized. <br><br><br><br><i><s><i></i></s>(Led by: National Health Commission, and National Medical Products Administration; participated in by: Ministry of Commerce, and Ministry of Culture and Tourism)</i><br><br><br><br><b><s><b></b></s>(VI) Optimizing the market access and development environment for all fields of transplantation science. <br><br></b><br><br>It is imperative to gather all kinds of high-quality resources, promote the establishment of an international transplantation science research center, accelerate the construction of a tissue bank in accordance with international leading standards, continuously improve related systems and work systems, and boost the application and transformation of research results related to renewable biological materials in Hainan. Efforts will be made to optimize the market access for all kinds of new drugs, inspection and testing reagents, genetic technologies, and medical devices in the transplantation field, ensure smooth market access links such as research and development, registration, production, and use, and support related products that meet the corresponding conditions to enter priority or innovative approval procedures. <br><br><br><br>Medical institutions run by social capital and public medical institutions shall be subject to consistent access standards in terms of the identification and approval of practicing qualifications for human organ transplantation, and be treated equally. An International medical transplantation, rehabilitation, diagnosis and treatment centre will be built in Lecheng Pilot Zone to carry out medical transplantation, rehabilitation, diagnosis and treatment in cooperation with major medical institutions. <br><br><br><br>Eligible medical transplantation projects shall be included in the scope of medical insurance payment, and the medical insurance settlement in different places shall be facilitated.
