Implementation guidelines for the introduction of talent housing subsidies in Haikou have been released

Recently, the “Detailed Rules for the Implementation of the Housing Talents subsidies in Haikou City” was released. The rules explain conditions required for the talent housing program, principle provisions for the construction of talent housing, guarantee standards, application and service procedures and post-approval management.

The first batch of talent housing rental subsidies and housing subsidies in Haikou began being processed from 13th February 2019.

Applicants are eligible to apply for the scheme if they started working or opened a new business in Haikou after the 13th May 2018. Those who left the province before 31st March 2018, and return to the city for employment or self-employment after 13th May 2018 are also eligible to apply.

The rules apply to the following talents outlined below.

(1) Master-level talents, outstanding talents and leading talents who meet the requirements stipulated in Hainan Provincial High-level Talent Classification Standard (2017) (Qiong Talents [2017] No. 26);

(2) Those under the age of 50 who meet the requirements of the Hainan High-level Talent Classification Standard (2017) (Qiong Talents [2017] No. 26) and other high-level talents, if necessary, the age limit for urgently needed talents can be relaxed to 55 years old (including foreigners and talents from Hong Kong, Macao and Taiwan);

(3) Full-time master’s graduates under the age of 40 and full-time undergraduates under the age of 35 (including foreign and overseas college graduates);

(4) Qualified personnel with intermediate professional titles, technical qualifications, practicing doctor qualifications, or practicing qualifications that have been clearly stipulated by the state and the province with regards to employment.

(5) Senior management level talents introduced by the headquarters of economic enterprises;

(6) Other talents recognized by the provincial and municipal governments for housing subsidies.

Self-employed entrepreneurs who enjoy the housing subsidies as stipulated in these Rules, their enterprises or individual industrial and commercial households must  be registered after 13th May, 2018, and they shall be registered as business shareholders by the industrial and commercial department.

Personnel who are employed by civil servants and those who are introduced according to the talent policy, and those who meet the requirements, can be included in the scope of protection of these rules.

Civil servants and institutions refer to the management of civil servants, which are not covered by the talent apartments, housing lease subsidies or housing subsidies for the introduction of talents;

Available housing subsidies (including rental and purchasing subsidies)

1. Top talents under 50 years old (if in urgent need the age can be relaxed to 55 years old) housing rental subsidy of 5,000 Yuan per month or a purchase subsidy of 60,000 Yuan.

2. High-level talents (if in urgent need the age can be relaxed to 55 years old) housing rental subsidies of 3,000 Yuan per month or a purchase subsidy of 36,000 Yuan.

3. Graduates and qualified talents, under 40 years old, housing rental subsidies of 2,000 Yuan per month, or a purchase subsidy is 24,000 Yuan.

4. Undergraduate graduate housing subsidy of 1,500 Yuan per month, or a purchase subsidy is 18,000 Yuan.

The new scheme will be introduced in three ways.

The Haikou Municipal Government has set up a “one-stop” platform for talent services, which is led by the municipal government department, the municipal government service center, the municipal housing construction department, the municipal public security department, the municipal science and technology department, the municipal education department and other relevant departments. The aim is to provide convenient and efficient “one-stop” service for all types of talents.

(1) Master class, outstanding talents and leading talents are exempt from housing rent for a certain period of time and given a corresponding share of the property rights of the apartment.

(2) Monetary subsidies include two forms of purchase and lease subsidies. Government and employers provide subsidies to qualified talents, and talents purchase or rent their own houses.

(3) Allocation and distribution of housing which is leased or sold to qualified personnel at a preferential rent or sales price.

Three types of high-level talent protection standards

The rules clarify the three categories of high-level talent protection standards. The talent apartment is for the supply of master talents, outstanding talents and leading talents after May 13th, 2018. Each person is limited to one set. The rent of talent apartments for a certain period of time is exempted. If the corresponding contribution is made, the corresponding share of the property rights will be given.

The standard of master-level talents is 200 square meters (building area, the same below), and the maximum occupancy is 500 square meters of single-family houses as studios (workstations); outstanding talents are no more than 180 square meters; leading talents do not exceed 150 square meters.

The talent apartment is exempt from rent within 8 years. Talent must be in full time employment for 5 years. Each case will be jointly evaluated by the human resources department of Haikou City, the competent department in the industry and the employer. If the assessment passes evaluation, the government will give 80% of the property rights without any compensation.

If the talent is in full time employment for 8 years, the talent will be jointly evaluated by the human resources department of Haikou City, the competent department in the industry and the employer. If the assessment passes evaluation, the government will give 100% of the property rights without compensation.

If the talent works for less than 5 years, they will only be exempt from rent during the work period and will not be given a share of the property rights.

If the introduction of talents does not completed five years in the rent-free residential apartment, the employer shall take the initiative to submit the application for cancellation of the rent-free residential apartment in the month when the talent leaves their post. The housing shall be recovered by the property unit or management unit of the talent apartment.

After the introduction of the talent for 8 years has retired and has obtained 80% of the equity share of the talented apartment, they can apply for the remaining 20% ​​of the shares at the market evaluation price. Before the remaining 20% ​​of the shares are acquired, rental of the 20% shareholding property is charged according to the market rent standard.

The personnel housing security service is subject to on-site service by the competent department of the industry or the district government and the development zone management committee. After accepting the application and submitting the opinions to the Haikou Municipal Government for approval, the corresponding housing guarantee shall be implemented and accepted. The unit will do the corresponding tracking service work.

Regarding the introduction of talent housing subsidies, in the absence of adequate housing, they can be granted housing rental subsidies accordance to the area standards and market rents, and they can rent their own housing.

When do I apply for housing rental subsidies and housing subsidies?

Applications for housing rental subsidies are collectively accepted and issued once a quarter, and subsidies are collectively accepted and issued once a year. The housing lease subsidy will be issued within three years, and the purchase subsidy will be issued within than three years. It must be applied for within five years from the date of introduction of talents.

If you have received a housing subsidy, you may not apply for a housing rental subsidy. If you apply for a housing subsidy after receiving a housing rental subsidy, you should deduct the housing rental subsidy you have received when you purchase the housing subsidy.

Talents or their spouses who have enjoyed the purchase of public housing, government-built affordable housing, price-limited commercial housing, unit fund-raising houses, public rental housing, or public rental housing subsidies may not apply for housing rental subsidies and purchase subsidies.

If you apply for a housing subsidy, the purchased house must be newly purchased after 13th May 2018 (including commercial housing, property-type hotels, hotel-style apartments, shared-property housing, and restricted-sale housing), and the time of purchase is based on the time of purchase contract.

How to apply for housing rental subsidies and housing subsidies?

Talents are required to submit their relevant materials to their employers to apply for subsidies. The employer is responsible for the authenticity and completeness of the individuals application materials, and issues the letter of commitment of the unit to the “one-stop” platform window for the talent service of Haikou City.

The talents of individual, industrial and commercial households should hand their materials directly to the “one-stop” platform window of the city’s talent service.

If talents apply to their employer for subsidies, they must provide an application form (printed by the “one-stop” platform for Haikou City’s talent service), high-level talent identification materials or academic degree certificates or professional title certificates are required.

This will be filed by the Haikou Municipal Housing and Construction Department. The purchase contract or the housing lease contract, filed by the district housing security department, duplicates of the materials above must be made, after the documents are signed, one copy is filed by the employer, and the employer then reports to the Haikou City talent service “one-stop” platform.

Employers or individual industrial and commercial households applying for housing rental subsidies or housing subsidies to Haikou City’s talent service “one-stop” platform window, need to provide an application form, supply a list of subsidized personnel, personal income tax or social insurance payment certificate,  labor contract or business license. The letter of commitment issued by the employer or individual industrial and commercial households, the application materials provided by the talents to the employer.

Once the “one-stop” platform accepts the application materials, they shall be reviewed by the Haikou City Human Resources and Social Security Department. Auditing of documents is performed by other departments.

Verification will be completed within one working day and feedback sent to the human and social department of Haikou City. The human resources department will then audit the application within 5 working days.

The entire review process must be completed within 20 working days. The results of the review will be announced on the Haikou City Government website and the Human Resources and Social Security Department website, for at least 5 working days.

If there is no objection after the public announcement, the Haikou Municipal Human Resources and Social Security Department shall allocate the subsidy funds to the employer or individual industrial and commercial household account within 10 working days.

After receiving the subsidies issued by the Haikou Municipal People’s Social Welfare Department, the employer shall distribute the subsidies to the individual talents (in full), within 15 days.
