Speech by Liu Cigui, Secretary of the Hainan Provincial Party Committee on promoting high-quality and high-standard investment across Hainan.

Never accept ideas like “this is no good” or “that’s not workable”, but demonstration the ingenuity and courage to surmount all obstacles – like those who cut paths through the mountains and build bridges across the rivers, we must strive to push the progress of project construction forward.

Speeding up the construction of the Hainan Free Trade Port is a major historical mission entrusted to us by the Party Central Committee with Comrade Xi Jinping at the core. We must follow the timeline set by the overall master plan and complete all goals and tasks at a sure and steady pace. What we sow today, we’ll reap tomorrow, so we must insist on high-quality and high-standards for every step of every project.

First, the impact on the environment from all projects can only be for the better, not worse. Without a sound ecological environment, there would be no free trade port! We must firmly encourage the philosophy that “clear waters and green mountains equate to silver and gold”, and insist on using only the best resources to attract the most suitable investors. Should any project or investment have a negative impact on, or cause damage to the ecological environment, no matter how much tax revenue is created, it will be unacceptable. 

Second, exact high quality and high standards for each project. Investment promotion is not simply a road paving and project building exercise, but requires meticulous planning and selection of projects. We must speed up not only tangible hard investment, but also to strengthen intangible soft investment. We must benchmark the standards and learn from the experiences of the world’s highest-level free trade ports, benchmark requirements for trade and investment liberalization and facilitation in building a Smart Hainan, ensuring an “province-wide response to the urbanization of the entire island” to create an intensive, efficient, economical, and smart modern infrastructure that is green, safe, reliable and globally competitive.

Third, to ensure the success of all projects, optimization of the economic structure is essential. We must continue to implement the strategic positioning of Hainan as “three zones and one centre”, utilise the strengths and characteristics of Hainan, with emphasis on cultivating and expanding industries on the scale of hundreds of billions of yuan in output such as tourism, the internet, marine industry, and tropical high-efficiency agriculture. We must accelerate reform and innovation of the 11 key parks such as Yangpu, and strive to build key industrial parks into major platforms and carriers for investment in high-quality and high-standard projects, and into “quantity centres” for creating flows and highlighting practical achievements.

Fourth, for all projects to be successful, the ability of government officials to start a job and get it done is imperative. The spirit of taking responsibility and getting things done with government officials at all levels must be cultivated and ensured during the investment promotion effort, at the same time a stage for them to display their talents, achieve career goals and realize values should also be provided during project construction. Faced with the new situation of the free trade port’s construction, officials at all levels must dare to take responsibility and make their own contribution. We must put more effort into the fields of study and investigation, and never resort to words like “this doesn’t work” or “that’s not practicable,” but show courage to surmount all obstacles – like those who cut paths through the mountains and build bridges across rivers, and strive to push the progress of project construction forward.

Fifth, for all projects to succeed, a world-class business environment is imperative. Officials at all levels should work with entrepreneurs with an open mind and honest fashion, listen to their opinions on industrial development, and help solve difficulties in the process of landing projects. 

We must strengthen institutional integration and innovation and make greater efforts to remove the institutional and systematic barriers that hinder the flow of production factors. We must uphold the rule of law and equally protect the property rights and independent management rights of both domestic and foreign-funded enterprises and businesses with various types of ownership in accordance with the law. We must wholeheartedly relieve difficulties and address problems for various types of market players and stimulate market vitality to an even greater extent.

Sixth, for all projects to be successful, testing of officials at all levels must be undertaken. As construction deepens, an increased amount of risk and temptation will follow. Officials at all levels must exercise their power in an appropriate way, and while they should take a bold, active and engaged approach to coordinate, serve and support engineering projects, they must also act in a clean way in dealing with entrepreneurs and project owners, thus building a new type of clean and close political-business relationship. 

Officials at all levels must withstand the test of a correct outlook on political achievements and generate real and pragmatic results, instead of using false and empty deceits, or pursuing any “political achievements on numbers” that leave burden and hidden risks behind.

Seventh, for all projects to be successful, the improvement of people’s sense of gain, happiness and security must be ensured. To build a people-centred free trade port in Hainan, we must not only ensure that the people of Hainan achieve a strong sense of gain, happiness and security, but also allow the people of the whole country and enterprises and talents from all over the world who invest, innovate and start businesses here to share in the opportunities and welfare during the development of Hainan as a free trade port.
