Each outlying island passenger is entitled to an annual tax-free shopping quota of 100,000 yuan, with no limit on the number of transactions. The range of duty-free goods is expanded to include seven categories of consumer-favored products, such as electronic consumer products. The purchase quantity for cosmetics (30 items), mobile phones (4 units), and alcoholic beverages (totaling no more than 1500 milliliters) is restricted per transaction. Entities with duty-free product distribution qualifications are allowed to participate in duty-free operations for outlying islands in Hainan according to regulations.

Domestic ships engaged in domestic and foreign trade same-ship transport, using Yangpu Port as a transit port, are permitted to refuel with bonded fuel required for the voyage at Yangpu Port. For refueling with locally produced fuel required for the voyage at Yangpu Port, export tax rebate policy shall be implemented. Exemption from import duties, value-added tax, and consumption tax is applicable to untaxed fuel (bonded fuel and locally produced fuel mentioned above).

Prior to the complete closure of the island, domestic flights inbound and outbound from Hainan Island are permitted to refuel with duty-free aviation fuel at officially designated international aviation ports within the island. The duty-free aviation fuel refueled for these flights is exempt from import duties, value-added tax, and consumption tax. Airlines voluntarily paying import value-added tax may submit it during customs declaration.
