Hainan Free Trade Port has introduced special measures to allow non-mainland Chinese and foreigners to take part in professional qualification exams under the same rules and standards as mainland Chinese candidates. These measures support Hainan’s efforts to attract foreign talent to work and start businesses in the region.

Who Can Participate?

Non-mainland Chinese and foreigners who meet the relevant professional qualification requirements and abide by Chinese laws and ethics can apply to take these exams.

Their overseas work experience is accepted as equivalent to domestic experience.

Candidates voluntarily register for exams relevant to their profession and level.

Specific exam requirements are published by provincial industry authorities or exam providers.

Registration Process

Applicants must fill out the Registration (Approval) Form for Professional Qualification Examination.

Submit a scanned copy of a valid identity document:

For non-mainland Chinese: Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents, or Residence Permit for Hong Kong, Macao, and Taiwan residents.

For foreigners: valid passport, entry visa, or Foreign Permanent Resident ID Card.

Submit proof of work experience and other required documents to the provincial industry authority or exam provider.

Exam Details

The relevant authority verifies applicant qualifications and issues an admission ticket.

Exams are conducted at designated venues and times.

Announcements will clearly state deadlines and participation rules for non-mainland Chinese and foreigners.

Candidates must bring valid ID and use specified materials during the exam.

Any exam violations are subject to penalties according to national or provincial regulations.

Certificates and Recognition

Successful candidates will receive professional qualification certificates issued by the relevant provincial authorities.

These certificates confirm the holder’s professional competence and are recognized within Hainan Free Trade Port.

Certificates from national exams open to non-mainland Chinese and foreigners are recognized nationwide.

Additional Information

Exam fees follow national or provincial regulations.

The Talent Development Bureau of the CPC Hainan Provincial Committee, Hainan Department of Human Resources and Social Security, and provincial industry authorities jointly interpret these measures.
