Registering your dog is a peace of mind in case of dog related issues, disputes, and complaints.

Haikou, dog registration can now be done conveniently through both online and in person. There is no registration fee for the entire process, but applicants are required to pay for the smart dog tag (272 RMB) and the electronic identification microchip (18 RMB) .

Here is a detailed guide for your reference:

Preparation before starting the application, please ensure that both you and your dog meet the following conditions:
Applicant Conditions: Must have a valid identity certificate, full capacity for civil conduct, a stable residence in Haikou, and live in a sole household.

Dog Conditions: Only one dog per household is allowed, and it cannot be a fierce dog or large dog listed in the following prohibited breeds:
German Shepherd Dog, Bullhead Terrier, British Mastev, Italian Cass, Dane, Russia, Romania, Caucasus, Italy Newpolitton, Stafford, Afghan Hound, boeing Dog, Weimar Hound, Snow Dog, Bloodhound, Baxianji, English Bulldog, Akita Dog, Newfoundland Dog, Bedlington Ridge, Callian Terrier, Dog, great Pyrenees Dog.

Maximum size:

Height (Shoulder Height): The distance from the highest point of the shoulder to the ground when standing exceeds 50 cm.

Length (Body Length): The distance from the midpoint of the line connecting the two ears, along the back, to the base of the tail exceeds 60 cm.
Dogs over 90 days old must first be vaccinated by a certified veveterinarian to obtain a valid "vaccination Certificate".

Required Materials for application:

Please prepare clear photos or the originals of the following materials in advance:
Applicant's Identity Certificate (ID card, passport, etc.).

Residence Proof (property ownership certificate, purchase contract, lease certificate, residence permit for foreigners, etc.

Valid "vaccination Certificate" (must have the pet hospital's red stamp and be filled out completely).

Dog Photos: One recent color photo, each of the dog's front and side view.

Application Process:

You can choose to apply online or in-person based on your convenience.

Online Application. Access the Platform: Open the "HaiYiBan"(海易办） app or Ali-pay mini-program, search for "YeChengDogManagement" (椰城犬管) on the homepage.

Make an Appointment: In the "YeChengDogManagement" service, select "Appointment for Processing", fill in the information, and choose the "Online" processing method.

Submit Application: After the appointment is successful, return to the homepage, click "Dog License Application", follow the instructions to upload all the required materials, submit and wait for review.
Review and Collection: The public security authorities will complete the review within 5 working days. After approval, you will receive a notification. You can either go to a designated location, have the electronic identification microchip implanted and collect the smart dog tag, or choose to have them delivered by mail.

In-person Application Special Reminder: If the dog you keep is a large breed, a fierce breed, or a suspected prohibited breed, you must bring the dog to an offline service point for on-site processing to allow staff to conduct an on-site verification.

Make an Appointment: Also, in the "HaiYiBan"(海易办） app or Ali-pay mini-program's "YeChengDogManagement", select "Appointment for Processing", choose the "On-site" processing method, a suitable time slot, and the type of service.

On-site Processing: After the appointment is successful made, please bring the originals of all materials and your dog to the Haikou Public Security Bureau Dog Licensing Center (Address: No. 9 Jinlong Road, Longhua District, Haikou City) at the reserved time.

On-site Review: Staff will verify the materials and dog information on-site. If conditions are met, the electronic identification microchip will be implanted, and the smart dog tag will be issued on the spot.

❗ Important Note

Validity Period: The dog registration certificate is valid for one year. Please apply for renewal (annual review) within 30 days before the expiration date.

Filing Situation: If you bring an out-of-town dog to stay in Haikou controled area for more than 7 days but less than 6 months, you must file a report with the public security authorities within 7 days of entering the city; if the stay exceeds 6 months, you need to formally apply for dog registration.
