If you are a foreign talent working full-time in Hainan and hold a Level A or B talent card, your immediate family’s enrollment in kindergartens, primary schools, and middle schools will be handled individually through a process called “one discussion for one case.” This means the authorities will work with you personally based on your preferences and needs.

For foreign talents with Level C, D, or E talent cards, your children’s enrollment in kindergartens, primary schools, and middle schools will be arranged by local education departments at the city or county level. The placement follows the principle of proximity, meaning your children will attend public schools near your home or apartment.

Hainan is actively modernizing and internationalizing its education system. Plans are underway to establish new international schools and dedicated schools for children of foreign workers. Many public primary and middle schools will also set up international classes.

For example:

  • Harrow School has opened in Haikou and is recruiting students.

  • Dulwich College and Wycombe Abbey International School are planning campuses in Haikou and Sanya, respectively.

  • Over ten prestigious universities—including Paris-Sorbonne University, Northwestern University, and Nanyang Technological University (Singapore)—are set to establish campuses in Hainan.
