1. Talents who can provide a labor contract or employment agreement of over one year and other labor relations certificate materials with enterprises or units registered and substantially operating in the Hainan Free Trade Port;

2. The relevant income comes from the Hainan Free Trade Port;

3. Talents meeting one of the following conditions: firstly, high-level talent identified by the talent management departments at all levels in Hainan Province; secondly, talents who earn more than RMB 300,000 in the Hainan Free Trade Port in a tax year.
