Hainan’s Zero-Tariff Policy Is Opening the Door to World-Class Medical Technology
Hainan Free Trade Port’s zero-tariff policy is accelerating access to advanced medical technologies by removing import duties and VAT on eligible drugs and devices. Focused on the Boao Lecheng Pilot Zone, the policy allows certified institutions to import medical products, some not yet approved in China, at significantly reduced cost.
So far, imports under the program have exceeded 225 million yuan, with nearly 30 million yuan in tax exemptions.
This targeted approach is lowering procurement costs for hospitals and making globally recognized treatments more accessible to patients. With streamlined customs processes and broader institutional eligibility, the policy is also strengthening Hainan’s position as a gateway for international medical collaboration and a testbed for healthcare reform in China.
