[Sticky] China Rolls Out First Nationwide Rental Regulation — Key Changes Begin Sept. 15

China’s first national housing rental regulation came into effect on September 15, 2025, introducing stronger tenant protections, clearer enforcement channels, and a mandatory contract registration system. The new rules allow renters to report issues, ranging from illegal modifications to fire safety risks, to specific departments, and strengthen legal support through mediation and documentation.

A major shift is the requirement to register all rental contracts, a move aimed at reducing informal agreements and increasing market transparency. Landlords must register contracts with local housing authorities, but tenants can now do so themselves if landlords refuse. While the regulation is a step forward, its success depends on local enforcement and follow-through from authorities.
