Hainan’s new Free Trade Port Tourism Regulations, come into effect on December 1, 2025, marking a major overhaul of the island’s tourism framework.

The law introduces broader visa-free entry, expanded offshore duty-free shopping, and support for cruise, medical, and RV tourism.

It also cracks down on unethical practices like forced shopping and fake “zero-cost” tours, while boosting service quality and safety standards.

Notably, the new rules ease restrictions on foreign investment, allowing qualified foreign-owned and joint venture travel agencies, as well as performance groups, to operate in Hainan, part of a larger push to attract global players and position the island as a world-class international tourism hub.
