Professional and Social Acceptance Standards in the Field of Engineering and Architectural (Industrial) Design

(1) Type A Talents

Winners of the Pritzker Prize, the highest national award for science and technology, and the Special Prize for National Science and Technology (First Prize Winners).

Members of the Chinese Academy of Sciences and the Chinese Academy of Engineering.

Members of the most prestigious academic institutions in developed countries (similar to Chinese "Academy of Sciences" and "Academy of Engineering").

(2) Type B Talents

Recipients of internationally renowned architecture and design awards such as the Gold Nugget Award, the International Prize for Architecture, the ARCASIA Awards for Architecture, the Open Architecture Prize, and the Reddot Design Awards; winners of the National Science and Technology Special Prize (second or third prize winners), first prize (first or second prize winners), and second prize (first prize winners); recipients of the He Liang He Li Foundation for Science and Technology Achievement Award.

Members of the most prestigious academic institutions in emerging countries (similar to Chinese "Academy of Sciences" and "Academy of Engineering").

Winners of the Liang Sicheng Architecture Award.

(3) Type C Talents

Recipients of the National Science and Technology Second Prize (second prize winners), the Huaxia Construction Science and Technology Special Prize, the first prize (first prize winners) of the China Innovation Red Star Supreme Gold Award; winners of the Zhan Tianyou Award and the He Liang He Li Foundation for Science and Technology Progress Award; winners of the Provincial Science and Technology Special Prize (first prize winners); National Master of Engineering Exploration and Design, top ten outstanding science and technology workers in China.

(4) Type D Talents

Recipients of the China Innovation Red Star Gold Award, the Red Star Original Award Gold Award, and the Huaxia Construction Science and Technology Second Prize; winners of the He Liang He Li Foundation for Science and Technology Innovation Award; recipients of the Provincial Science and Technology Special Prize (second prize winners), first prize (first or second prize winners), and second prize (first prize winners).

People who have obtained qualifications from associations such as the American Institute of Architects (AIA) and the Royal Institute of British Architects (RIBA).

(5) Type E Talents

Winners of the National Excellent Engineering Exploration and Design Award, the first prize of the China Exploration and Design Association's Excellent Exploration and Design Award, the Red Cotton Award Design Concept Award, and the Red Star Original Award Silver Award; recipients of the Provincial Science and Technology Second Prize (second prize winners), provincial-level talent awards, provincial-level young science and technology awards, and provincial-level outstanding science and technology workers.

People with first-class qualifications as registered architects, registered structural engineers, registered construction engineers, registered cost engineers, registered civil engineers (geotechnical), registered chemical engineers, registered public utility engineers (heating, ventilation and air conditioning, water supply and drainage, power), registered electrical engineers (generation, transmission, distribution), registered supervision engineers, registered environmental protection engineers, first-class registered fire protection engineers, senior registered safety engineers, etc.

(II) Class B Talents

Talents who have served as Assistant Secretary-General of the United Nations, Assistant Director-General or above in specialized agencies of the United Nations.

Talents with strong professional and technical experience in administrative management positions (equivalent to provincial and ministerial level in China) in developed or emerging countries.

Top management positions in central enterprises authorized by the State Council to be supervised by the State-owned Assets Supervision and Administration Commission (or the Ministry of Finance).

Presidents of world-renowned universities ranked in the top 200 in the previous year's U.S. News & World Report Best Global Universities Rankings, QS World University Rankings, and Times Higher Education World University Rankings.

Deans of business schools ranked in the top 20 in the previous year's QS Business Masters Rankings.

Presidents of world-renowned music, art, and design institutions such as The Juilliard School, Yale University Department of Music, Royal College of Art in the UK, Pratt Institute, and Art Center College of Design.

(III) Category C Talents:

Personnel who have served as D-level or above officials in the United Nations Secretariat, specialized agencies of the United Nations, or other intergovernmental international organizations, or personnel with special and important non-governmental international organization positions.

Personnel with experience in administrative management positions (comparable to department-level officials in China) in developed or emerging countries with strong professional and technical expertise.

Deputy management positions of the management team of central enterprises authorized by the State Council to fulfill the investor's responsibilities supervision and regulation by the State-owned Assets Supervision and Administration Commission (Ministry of Finance), the top management positions of department-level management of state-owned enterprises, the top management positions of first-tier subsidiaries and first-tier branch companies authorized by provincial governments to fulfill the investor's responsibilities supervision and regulation by the State-owned Assets Supervision and Administration Commission (Department of Finance).

Vice presidents of world-renowned universities ranked among the top 200 in the previous year's U.S. News & World Report Best Global Universities Rankings, QS World University Rankings, and THE World University Rankings.

Deputy deans of business schools ranked in the top 20 of the previous year's QS Business Masters Rankings.

Vice presidents of world-renowned music, art, and design institutions such as The Juilliard School, Yale University Department of Music, Royal College of Art in the UK, Pratt Institute, and Art Center College of Design.

Senior management personnel of comprehensive hospitals in developed countries (comparable to tertiary hospitals in China).

Chief editors of international high-level scientific and technological journals (JCR Q1 and Q2 in Journal Citation Reports).

Category D Talent

Individuals who have served in positions of P3 level or above in the United Nations Secretariat, specialized agencies of the United Nations, and other intergovernmental international organizations, as well as in particularly important non-governmental international organizations.

Individuals with experience in administrative management positions (equivalent to county-level positions in China) with strong professional and technical expertise in developed and emerging countries.

Deputy management positions at the department level of central enterprises authorized by the State Council to perform the duties of an investor supervisor and regulated by the State-owned Assets Supervision and Administration Commission (or the Ministry of Finance), as well as deputy management positions at the level of first-tier subsidiaries and first-tier subsidiaries of central enterprises; deputy management positions at the management level of provincial-owned enterprises authorized by the provincial government and regulated by the State-owned Assets Supervision and Administration Commission (or the Finance Department).

Management-level executives (both chief and deputy) at world-renowned universities ranked in the top 200 in the previous year's U.S. News & World Report Best Global Universities Rankings, QS World University Rankings, and Times Higher Education World University Rankings.

Senior management personnel in comprehensive hospitals in emerging countries (equivalent to China's tertiary hospitals).

Senior management personnel in nursing homes at or above level four (according to the "Classification and Evaluation of Nursing Home Levels").

Recommended research and technology backbone and senior management personnel (four for headquarters of Fortune Global 500 companies and first-tier subsidiaries, two for first-tier subsidiaries of Fortune 500 Chinese companies, two for first-tier subsidiaries of top 100 Hainan enterprises, and one for top 100 Hainan enterprises) who meet the relevant standards of Category E by the headquarters of Fortune Global 500 companies and first-tier subsidiaries, Chinese Fortune 500 companies, and top 100 Hainan enterprises.

Deputy general editors (or deputy chief editors) and editorial board members of international high-level scientific and technological journals (JCR Zone 1 and Zone 2 journals in the "Journal Citation Reports").

(Five) Category E Talent

Senior management positions (chief positions) in municipal-owned enterprises regulated by the State-owned Assets Supervision and Administration Commission authorized by the municipal (district, county) government to perform the duties of an investor supervisor.

Senior management personnel in nursing homes at or above level three (according to the "Classification and Evaluation of Nursing Home Levels").

Recommended research and technology backbone and management personnel (five for headquarters of Fortune Global 500 companies and first-tier subsidiaries, three for first-tier subsidiaries of Fortune 500 Chinese companies, three for first-tier subsidiaries of top 100 Hainan enterprises, and one for top 100 Hainan enterprises); research and technology backbone and management personnel in national high-tech enterprises.

Hi Samantha,

High-level talents can enjoy preferential policies for housing and individual income tax (15%). To be eligible for these benefits, they must work in the Hainan Free Trade Port and continuously pay basic pension insurance and other social insurance for more than 6 months within one tax year (must include the month of December of the current year). They must also have signed labour contracts or employment agreements with enterprises or units registered and substantively operating in Hainan Free Trade Port.

Basically you must apply through your employer.

Recognition Procedure:

High-level talent applications are accepted year-round.

(1) Individual application. Individuals apply for recognition to their employing unit, provide relevant certification materials, select the recognition category according to the "Classification Standards for High-level Talents in Hainan Free Trade Port," and fill out the "Application Form for Recognition of High-level Talents in Hainan Free Trade Port."

(2) Review and recognition (filing). The employing unit of the applicant reviews the applicant's qualifications.

Employing units with recognition authority make recognition opinions for A, B, C, and D-level talents that meet the criteria, and submit the opinions and application materials to the provincial talent service center for recognition and filing. For E-level talents that meet the criteria, they are recognized directly, and the list of recognized talents is submitted to the provincial talent service center for filing.

Employing units without recognition authority make recommendations for A, B, C, D, and E-level talents that meet the criteria and submit the application materials to the talent service department of the city, county, or key park. The relevant talent service departments of cities, counties, or key parks make recognition opinions for A, B, and C-level talents that meet the criteria, and submit the opinions and application materials to the provincial talent service center for recognition and filing. For D and E-level talents that meet the criteria, they are recognized directly, and the list of recognized talents is submitted to the provincial talent service center for filing.

(3) Issuance. An electronic certificate is implemented for high-level talent recognition. The Provincial Talent Service Center issues the corresponding "Certificate of High-level Talents in Hainan Free Trade Port" and "Tianya Yingcai Card" to A, B, C, and D-level talents that meet the criteria; authorized cities, counties, and provincial key parks with recognition authority issue the corresponding "Certificate of High-level Talents in Hainan Free Trade Port" and "Tianya Yingcai Card" to D and E-level talents that meet the criteria; authorized employing units issue the corresponding "Certificate of High-level Talents in Hainan Free Trade Port" and "Tianya Yingcai Card" to E-level talents that meet the criteria.
