HNMU-UWEC is the first joint educational institute in the field of allied health professions in China. It is also one of the campuses with degree awarding qualification in the global open system of UWE Bristol. HNMU-UWEC is in Haikou, the capital of Hainan Province, a tropically coastal city known as the Coconut City on the island of Hainan. It is the only public medical university in Hainan Free Trade Port (HFTP). HNMU-UWEC is committed to becoming a testing ground for medical higher education reform in Hainan Province and then China. The college aims to prepare students to be global citizens with an international perspective, cross-cultural communication skills and great innovation. UWE College of Hainan Medical University is a fully recognized Joint Institute recognized by the Ministry of Education and UWE Bristol. Delivering academic disciplines related to Health, the College will grow to 1600 students studying in purpose-built accommodation.

The aim is to promote academic excellence through teaching and learning, research and enterprise alongside providing an outstanding student experience. UWE College of Hainan Medical University is led by a Dean and Deputy Dean appointed by the host university and a Deputy Dean and Associate Director who will be appointed under a consultancy agreement by UWE International Educational Services (UWEIES) acting on behalf of appointed to UWE Bristol. UWEIES is wholly owned by UWE Bristol.

This job description meets the objectives laid down in article 21 of the UWE Charter with Hainan Medical University.

This Deputy Dean and Associate Director role is a key academic leadership post within the UWE College of Hainan, with accountability for the subject cluster portfolio delivered in Hainan as part of the UWE Bristol/Hainan Medical School Joint Education Institute. The consultant will be expected to provide effective, and values led leadership and to work across all stakeholders within the Joint Institute framework to ensure strategic and organisational alignment. It is also expected that the person contracted will undertake some teaching duties as well as promoting active research and collaboration projects.

The contract is let by UWEIES and will be based at UWE College of Hainan Medical University in Haikou, China.

The combination of the subject portfolio depends on factors including the scale, size and complexity of the subject cluster within UWEC. It currently includes the following programmes that are delivered as Joint Education Programmes: –

MSc International Nursing Practice
MSc Rehabilitation
BSc Medical Imaging
BSc International Nursing Practice
BSc Rehabilitation
English Language tuition is also provided through the UWE College.

The nature of the portfolio may change to respond to the needs, priorities, challenges, and opportunities of UWEC and represents an agile model of leadership within the organisation.

This is a generic job description which encompasses the full range of accountabilities associated with this role. Specific requirements will also be determined as part of the annual performance and development review informing as detailed in the contract.

Summary of the leadership role within UWE College of Hainan Medical University:

The person contracted is specifically responsible for the strategic development, operational management and overseeing the performance of programmes, Continuing Professional Development(CPD) or any other portfolio activities relating to the subject specialisms offered by the College.

These may include, but are not limited to:

Strategic oversight of programmes and modules within the subjects on offer, working closely with programme leads both at UWE and Hainan Medical University.

Provide a point of escalation for, but not lead, operational responsibility for programme and module delivery.
Manage, mentor, and support programme leads and other colleagues in the subject cluster and across the wider UWE College, Hainan as directed by business need.

Work closely with colleagues in the leadership team (of both universities) to oversee and enhance learning and teaching quality, and support and improve the student journey.

Work closely with both the Hainan equivalent Deputy Dean at UWE College, Hainan, and the Partnership Lead at the School of Health and Social Wellbeing (SHSW), UWE, Bristol to ensure strategic direction, operational delivery, and quality assurance of Joint Education Institute provision at UWE College, Hainan.

Manage resourcing for programmes and teams within the subject cluster in collaboration with the UWEC Partnership Lead within the SHSW.
Work with colleagues in the leadership team and with programme teams to support, develop, and grow practice and research learning opportunities and developments in the subject cluster.

Work at all times to ensure alignment to the values of the partner universities, and to promote and enable effective communication between UWEC and all relevant stakeholders at UWE Bristol.

Consult, report, and seek approvals of UWEC, SHSW and relevant departments and services within UWE Bristol in support of all matters relating to the Memorandum of Agreement.

Represent the UWE College of Hainan Institute at key external networks and develop strategic partnerships to promote the profile and reputation of the Joint Institute.

Active membership of the UWE College of Hainan University Joint Executive Committee, Research Committee, Academic Standards Committee, Finance Committee and Collaboration Enhancement Committee as well as supporting any other collaborative boards.

Actively support the vision and objectives of UWE International Educational Services, contributing to its role on behalf of the university.
As part of the UWEC leadership team, the contracted person is accountable for the strategic development and operational management of programmes across the subjects on offer, with collective responsibility for delivering the UWEC/SHSW performance outcomes and ultimately advancing UWE’s strategic endeavours. Working collaboratively, the contractor will lead and deliver activities that relate to their portfolio area, ensuring the continuous enhancement, development and innovation of the academic offer and student experience aligned to our strategic ambitions and meeting student and future market needs. Contributing to our core purpose as an active scholar, researcher and/or teacher, the role holder will maintain a high academic standing and currency (including their portfolio area). The role holder is expected to generate high-quality scholarly outcomes in their discipline field or/and in teaching and learning that have an impact beyond the College.

Academic leadership

Contribute to the development of the UWEC plan in relation to the portfolio area, devising and planning activities that address the key challenges, opportunities and priorities as identified by Joint Education Institute’s governance processes and strategy.
Oversee and lead, as appropriate, portfolio related activities, initiatives, and projects in accordance with UWEC’s plan; monitor and evaluate progress, modifying and iterating the plan and activities as required. Oversee the provision and delivery of programmes of study within the cluster area, ensuring the highest quality of student learning experiences and positive outcomes are achieved. Foster a culture of continuous enhancement by leading the development of new ideas and innovation within the portfolio area. Identify opportunities for the strategic development of new courses, CPD or appropriate new areas of activity and contribute to their design, development, and implementation. Working closely with students, programme leaders, programme delivery teams, technicians, and professional services to resolve issues that affect quality, student progress, or experience, investigating and handling student complaints that are referred. Be responsible for quality, audit, and external assessment; monitoring, reviewing and evaluating, ensuring that resulting actions are implemented, and the highest standards of teaching, research and public engagement are achieved. Act as an advocate and leader for equality, diversity, inclusion, and wellbeing across UWEC, ensuring that activities are inclusive by design and improve the outcomes for all groups.

People Leadership

Provide inspirational leadership to motivate and empower people (enabling peer collaboration and feedback) to innovate and achieve excellence. Undertake effective people line management responsibilities for designated direct reports (as relevant) and ensure there is a nurturing approach to developing talent within the cluster group. Support the attraction, development, performance, and retention of talent (including undertaking annual performance and development reviews as relevant), playing an active role in the mentoring of staff throughout their career journey to achieve academic and professional excellence. Contribute to decisions on the optimal deployment of resources including physical and digital spaces, resources, and equipment.

Communications

Lead the regular and effective flow of communications in relation to the business of the college, ensuring that strategic priorities and targets are shared and consulting stakeholders to make informed decisions.
Executive Representation

Ensure compliance with standards in relation to academic quality, professional, statutory and regulatory requirements for the relevant portfolio area(s). Play an active part in UWEC governance structures, including chairing UWEC boards, forums and panels, conducting enquiries into complex cases/complaints/issues and connecting the relevant Professional Services at Hainan and UWE in a collaborative way. As a member of the executive, contribute to the strategic planning, and financial management of the UWE College of Hainan Medical University as required. Ensure compliance with legal, regulatory and governance requirements, in relation to both partner universities policies, procedures and systems; manage risk and ensure equality and diversity, and a healthy, safe, and sustainable work and study environment.
Qualifications/Professional membership

Qualified to postgraduate degree level in a subject relevant to this post or equivalent industry, practice, or professional experience.
Active professional membership/registration (if applicable).
Professor or Associate Professor (or working towards professorial status)
Achievement of a recognised teaching qualification in Higher Education.
Knowledge/Skills/Experience

A substantial record of achievement as an academic, covering teaching, research and professional practice in a relevant programme/subject area including significant knowledge of the theory and practice in relation to the portfolio area.

A thorough understanding of the current and emergent Higher Education landscape, trends, and latest developments relevant to their portfolio (including international and national policies and frameworks).

Significant experience of academic leadership within an education-based organisation.

Experience and ability to lead strategic, cultural, and digital change, building advocacy for change through a shared vision, effective capability building and meaningful engagement.

A values-led systems thinker, with a solution focused approach and ability deal with the complexities of change.

Effective leadership skills, including the ability to motivate teams to facilitate and encourage a high level of performance.

A commitment to continuous improvement to respond to staff and student requirements to deliver a high level of service.

Project management skills, and the ability to develop new ways of working to solve problems and effect change.

Effective interpersonal and communication skills, including the ability to develop excellent working relationships with a range of internal and external partners.
