What is this service?

Eligibility points to understand

Hainan’s 2024 talent policy measures, “Several Policy Measures for Comprehensively Introducing, Cultivating and Making Good Use of Talent in Hainan Free Trade Port”
(海南自由贸易港全方位引进培养用好人才的若干政策措施), state that government-purchased commercial group health insurance applies to full-time high-level talents recognised at Category D or above.
Employers should confirm the applicable talent category before applying.
Recognition validity and re-recognition
A high-level talent recognition certificate is valid according to the employment or service arrangement, but cannot exceed five years.
- the end date of the employment or service contract; and
- five years.
Re-recognition applies when:
- the talent certificate has expired; or
- fewer than three months remain before expiry;
provided that the recognised category remains unchanged.
Recognition route for flexible high-level talents
Hainan also provides a recognition route for high-level professionals who provide services to Hainan through a flexible arrangement rather than a full-time employment relationship.
Flexible talent recognition generally requires:
a service agreement of at least two years; and
at least three months of service already completed in Hainan.
Age limits apply:
Category A: 75 years old or below;
Categories B and C: 70 years old or below;
Categories D and E: 65 years old or below.
The procedure states that these age limits may be relaxed in certain recommended cases.
