Hi, my name is Mike and I have been living in China since February 2016. At present, I am working at a university in Ningbo as an EAP tutor. I am looking into opportunities in Hainan, but am 61 years old. I am not sure if that would be a barrier.

Welcome to the forum, and the honest answer is that 61 is a real obstacle right now.
Hainan's 2020 work permit measures removed the age cap for Category B professionals entirely, which made the island unusually open to older teachers. That provision no longer reflects current practice: the 2025 provincial guidelines put Category B at under 60, and since February 2026 the national authorities have instructed local offices to enforce the 60 ceiling for Category B across the board, (that's probably why there is so much confusion around this right now).
Your existing Ningbo permit won't transfer. Moving here means a fresh application decided by Hainan's provincial foreign experts department, and at 61 you'd be applying above the stated threshold.
