Hainan releases six e-bike fire safety management measures

Recently the Hainan Fire and Rescue Corps told local press that due to electric bicycle (e-bike) fires being frequent occurrences across Hainan Province and in order to further standardize e-bike fire safety management and reduce fire hazards, “six measures” for fire safety are being announced.

The following measures are of concern to individual e-bike owners and those owning/renting buildings with e-bike parking and charging facilities.

E-bike fire safety management in Hainan

No illegal parking

E-bikes should not be parked in public passages, stairwells, safety exits or other areas of a building.

For those in violation of illegal parking, the fire rescue agency will order corrections in accordance with the relevant policies, and impose a fine of 5,000 yuan up to 50,000 yuan on units and a warning or a fine of up to 500 yuan on individuals.

No illegal charging

The following charging behaviour of electric bicycle owners are not allowed: charging in prohibited parking areas, charging in non-centralized indoor places, charging in group rented houses and crowded places without fire partition walls and occupying or blocking fire hydrants.

For violations of the above regulations, the fire rescue agency shall order corrections in accordance with Article 46 of the Regulations on the Management of Electric Bicycles of Hainan Province, and impose a fine of 5,000 yuan up to 50,000 yuan on units and a warning or a fine of up to 500 yuan on individuals.

No illegal modification

Illegally modifying components such as motors, chargers, batteries and other components that affect the safety of the vehicle is not allowed.

For those who violate the above regulations, the traffic management department of the public security bureau shall, in accordance with Article 42 of the “Regulations on the Management of Electric Bicycles of Hainan Province,” order modified electric bicycles to be restored to the original status and impose a fine of 200 yuan.

For those engaged in the business activities of refitting electric bikes or selling modified electric bikes, the Market Supervision and Management Department shall impose a fine of not less than 5,000 yuan but not more than 50,000 yuan in accordance with Article 42 of the Regulations on the Management of Electric Bicycles of Hainan Province.

Implement inspections

A responsible person from community and property service companies should be appointed to carry out fire prevention inspections.

Communities, rental houses, group rental houses, retail stores and express delivery sites should implement the management of parking and charging of electric bikes within their jurisdictions and should carry out regular inspections.

Implement fire prevention management measures

Electric bike charging and parking places should be set up outdoors as a priority. If conditions do not allow, then they can be installed within buildings.

Various cables, conduits, cable trays and other pipelines should be sealed. They should use non-combustible materials when passing through floors and partition walls of charging areas.

Necessary fire extinguishing equipment and warning signs should be installed. Independent smoke and fire alarm detectors, automatic sprinkler systems, and intelligent charging control facilities and fault alarms should be set up.

Implement publicity warnings

Township people’s governments and sub-district offices should guide and urge village committees, residents’ committees and property service companies to set up fire safety warning signs and promote the “six measures” for e-bike fire safety management.
