29 measures to optimize the business environment in Hainan, plus time frames & responsible units
The Action Plan proposes 29 reforms in 11 key areas, including starting a business, obtaining construction permits, obtaining telecommunications services, registering property, obtaining credit and improving the financing environment, facilitating taxation, cross-border trade, and protecting investors.
It aims to help Hainan accelerate the formation of rule of law, internationalization, and facilitation of the business environment, and promote the construction of the Hainan Free Trade Pilot Zone and the free trade port with Chinese characteristics.
The Action Plan also clarifies the responsible units and time limits for completion of various reform initiatives.
Starting a business in Hainan
Expand the “separation of licenses” reforms and the scope of reforms in the fields of tourism, modern service industries, and high-tech industries.

Obtain a construction permit
Cancel construction drawing reviews for construction projects that meet certain conditions, and explore a “Designer Lifelong Responsibility System”.

Access to electricity and telecommunications services
Promote the construction of the Hainan international submarine cable, and provide the network infrastructure for Hainan’s participation in the digital economy and information technology cooperation along the “Belt and Road” in Guangdong, Hong Kong and Macao with the help of international submarine cables to Hong Kong and other places.

Promote the development of diversified dispute resolution methods. Utilise professional colleges and oversea’s laws to identify the resources of institutions, cooperate to build a professional third-party identification platform for extraterritorial law; promote the establishment of a sound “open” entrusted mediation mechanism, develop a pilot program for online mediation, and develop and use an online mediation platform.
