Additional Duty-free Shopping Pick-up Methods for Tourists Departing from Hainan Island

Announcement of the Ministry of Finance, the General Administration of Customs and the State Taxation Administration [2021] No.2

In order to support the construction of Hainan Free Trade Port, accelerate the development of Hainan into an international tourism and consumption center, and further facilitate tourists’ shopping, the issues concerning the duty-free shopping pick-up methods for tourists departing from Hainan Island are hereby announced as follows:

I. When departing tourists purchase duty-free goods at offshore duty-free shops in Hainan (including approved online sales platforms) on the strength of valid identity documents and departure information, they may choose to pick up the goods by mail, in addition to picking them up at designated areas of airports, railway stations, and wharfs in Hainan. If the goods are sent by mail, the recipient, the payer, and the purchaser shall be the same tourist purchasing the goods, and the address for receipt shall be outside Hainan Province. An offshore duty-free shop shall, after confirming that the shopping tourist meets the above requirements and has actually departed from the island, mail the duty-free goods purchased by the tourist at one stroke.

II. If a resident of the island purchases duty-free goods before leaving the island, he or she may choose to pick up the goods when returning back to the island on the strength of his or her valid identity documents and actual departure information. The offshore duty-free shop shall, after confirming that the identity and departure information of the person picking up the goods meet the requirements, deliver the duty-free goods.

Residents on the island refer to Chinese citizens holding Hainan ID cards, Hainan residence permits, or social security cards, as well as foreign nationals working and living in Hainan Province and holding residence permits.

Competent departments of Hainan Province shall provide customs and tax authorities with relevant information and networking environment for verifying the qualifications for residents on the island, departure information of tourists, travel tickets, and so on.

III. Specific supervision requirements for the delivery of goods by mail and pick-up of goods upon return shall be issued by the General Administration of Customs.

IV. The announcement shall come into force as of the date of issuance. Other provisions of the Announcement of the Ministry of Finance, the General Administration of Customs and the State Taxation Administration on the Duty-free Shopping Policies for Tourists Departing from Hainan Island (Announcement of the Ministry of Finance, the General Administration of Customs and the State Taxation Administration [2020] No.33) shall still apply.
