Can overseas personnel be engaged in professional services before skills certification or involved in professional services beyond the scope?
Answer: No. Where overseas personnel violate the provisions of administrative measures for the practice of overseas personnel in the Hainan Free Trade Port, engage in relevant professional services without skills certification, or engage in professional services beyond the scope as specified, relevant industry authorities will not recognize them and they will deal with them according to the provisions of the province on practising without occupational qualifications or undertaking business beyond the scope of practice.
In the case of the provincial-level authorities revoking the Skill Certification of overseas personnel in the Hainan Free Trade Port, their re-application for skill certification will not be accepted for three years; in case of a major safety risk or accident, their application won’t be accepted again.
