Hainan Province’s Innovative Initiative Attracts Global Talent to Propel Growth

In an ambitious move to bolster its development agenda, Hainan Province has launched the Foreign Experts Program, an instrumental platform aimed at attracting and supporting foreign experts in a multitude of fields. The policy, tailored to meet the province’s strategic needs, facilitates scientific research, technical consulting, product development, academic exchange, achievement transformation, and management services within Hainan.

Under the program, foreign experts are provided with a conducive environment to conduct project research, collaborating closely with project groups. With project durations spanning one to two years, emphasis is placed on enhancing project execution by encouraging offline communication and cooperation. Hainan Province readily embraces diverse work methods, offering options such as remote video conferencing and online offices to facilitate seamless task completion.

To ensure the success of this innovative endeavor, the Foreign Experts Program in Hainan Province extends financial support to participants. Foreign experts can benefit from various forms of funding, including transportation expenses, salaries, consulting fees, subsidies, living expenses, and other related costs.

1. Transportation Expenses for Experts:

Foreign experts are entitled to reimbursement for their round-trip transportation expenses incurred during their stay in Hainan, as well as expenses accrued while traveling within China for work purposes. Reimbursements are based on actual expenses, requiring compliant receipts for verification.

2. Expert Salary:

Expert salaries are determined through the signing of labor contracts or work agreements between the project group and the foreign expert. It is mandatory for experts working in China for more than 90 consecutive days to sign a labor contract or work agreement.

3. Expert Consulting Fees:

For foreign experts who have not established a labor relationship with the project group, subsidies are provided for services such as consultations, lectures, teaching, and technical assistance. These subsidies adhere to a standardized rate of up to 3,000 yuan per session.

4. Expert Subsidies:

Foreign experts engaged in short-term projects (lasting within 90 consecutive days in Hainan) without signing a labor contract or work agreement are eligible for living subsidies during their stay. Expert subsidies are granted based on the number of days the foreign expert works on the project in Hainan Province, with a standard rate not exceeding 1,000 yuan per day.

5. Expert Living Expenses:

Rental expenses incurred by foreign experts during their work in Hainan are reimbursed based on actual expenditures, requiring compliant receipts for verification.

6. Other Expenses:

This category covers technical material expenses, outstanding contribution award fees, and other relevant costs incurred by experts during their work in Hainan. The project unit is responsible for applying for funds, which will be disbursed within the approved limit.

It is important to note that foreign experts can only select one form of funding support from expert salary, consulting fees, and expert allowances, and the disbursement must comply with relevant national tax regulations. Duplication of expenses such as expert transportation, living expenses, or related costs already included in the expert salary is strictly prohibited. Throughout their engagement in Hainan, foreign experts are expected to adhere to Chinese laws, regulations, and guidelines on work ethics, academic integrity, and scientific research ethics.

海南省外国专家项目政策解读

海南省外国专家项目是指根据我省建设需要设立的,资助外国专家来琼开展科研、技术咨询、产品研发、学科建设、学术交流、成果转化、管理服务等活动的项目。外国专家依托项目单位开展项目研究。

项目期限分为1年期或2年期,为确保项目执行效果,鼓励专家来海南开展线下交流合作,支持采用远程视频、网络办公等多种方式开展相关工作,完成各项任务。

参与我省外国专家项目,对外国专家给予薪酬、补贴等方面的经费支持,具体包括交通费、工薪、咨询费(讲课费)、补贴、生活费及其他费用。

(一)专家交通费:对外国专家本人因来琼工作产生的往返交通费用,以及在中国境内因工作需要乘坐交通工具所发生的费用,凭合规票据按照实际支出核销。      

(二)专家工薪:指项目单位与外国专家通过签订劳动合同或者工作协议等方式约定的工作报酬;单次来华工作90天以上,必须签订劳动合同或工作协议。

(三)专家咨询费(讲课费):对未与项目单位建立劳动关系的外国专家,因从事咨询、讲座、授课、技术服务等劳务,按照每次不超过3000元的标准进行资助。

(四)专家补贴:对在项目单位从事短期(连续在琼工作90天以内)工作,未签订劳动合同或工作协议的外国专家在琼期间给予生活补贴资助。专家补贴按外国专家在我省执行项目天数发放;标准为每天不超过1000元。

(五)专家生活费:对外国专家在琼工作期间实际发生的租房(住宿)费用,凭合规票据按照实际支出核销。

(六)其他费用:指专家在琼工作期间发生的技术资料费、突出贡献奖励费等,此项费用由项目单位提出经费申请,在批复额度内支出。

专家工薪、专家咨询费(讲课费)、专家补贴只能选择其中一种方式给予资助,发放应符合国家有关税法规定。专家工薪如已包括专家交通费、专家生活费或其他相关费用,则不能重复支出。

外国专家在海南工作期间,要严格遵守我国法律法规,落实作风学风和科研诚信相关规定。
