Haikou has taken a significant step toward making life easier for foreign professionals. On December 1st, the city issued its first integrated electronic work permit to David Adrian Janke, a British national, marking a new milestone in the city’s approach to managing foreign talent.
The updated system merges the work permit with the social security card, reflecting Haikou’s commitment to improving services and creating a welcoming environment for overseas professionals.
What Does the New System Offer?
China’s Ministry of Human Resources and Social Security launched this initiative to simplify processes for foreign workers across the country. The integrated system embeds work permit information into the social security card, which foreign workers can access via an e-social security card app.
Once users complete identity verification, they can download the digital card to view their work permit details. This eliminates the need to carry physical documents, streamlining access to public services and social benefits available through China’s “one-card” system.
For those who have already obtained a physical social security card, the electronic version will automatically provide equivalent services.
Existing physical work permits remain valid under the “no change, no replacement” principle, with integration into the new system occurring during renewal or modification processes.
A Convenient Solution for Long-Term Residents
“The e-social security card app makes checking my work permit details easy, and I no longer need to carry physical documents,” said Janke, emphasising how convenient this is, particularly for those who live in Haikou long-term.
Janke also shared his impressions of Haikou, admiring its coastal beauty and favourable environment for entrepreneurship, which ultimately led him to settle in the city.
Aiming to Attract Global Talent
According to a spokesperson from the Haikou Foreign Experts Bureau, the city is focused on improving administrative processes and enhancing service efficiency. The goal is to attract and retain top international talent, including skilled professionals in management and technical fields.
This initiative aligns with broader efforts to support the development of the Hainan Free Trade Port by fostering a competitive and innovative talent ecosystem.
Haikou’s new integrated system not only simplifies life for foreign professionals but also demonstrates the city’s commitment to creating an inclusive and supportive environment for global talent.
