The Haikou Jiangdong New Area International Offshore Innovation and Entrepreneurship Cluster will prioritise innovation and entrepreneurship.

Riverside International Center:
The Jiangdong New Area will also focus on fashion consumption and build an international center integrating finance, commerce, culture and entertainment, fashion trends and sports and leisure in the riverside area with an emphasis on layout for a high-end consumer experience, business offices, leisure tourism and other major functions.
International Higher Education and Scientific Research Cluster:
The Higher Education and Scientific Research Cluster will concentrate on education and science and technology innovation. Relying on Guilinyang University City it will build an international integrated platform for industry, university, research and innovation, and create a science and education highland that nourishes the growth of knowledge and leads in cutting-edge technology.
