Industrial & Investment Guidance Hainan FTP 2026 Investment Opportunities: Where the Free Trade Port Wants Capital to Go
Hainan's 2026 Investment Opportunity List, the 336-project handbook released in April for the National Social Organizations Hainan Tour, gives the clearest project-level view yet of where the Free Trade Port is directing investment.
For anyone tracking opportunities in Hainan, a few things stand out without needing to read all 80 pages:
- 336 projects in five blocks. Tourism, services and consumption still dominate by count — 225 of the 336 sit in the two largest blocks. But the money is distributed very differently from the project count.
- RMB 427.38bn in stated project scale across the 314 projects that give a figure. The weight is uneven: medical consumption, logistics, digital trade and industrial platforms carry most of the business signal, not the tourism projects the island is known for.
- One project dominates. The Boao Lecheng International Medical Tourism Pilot Zone is listed at RMB 50bn — almost twice the entire future-industry block (all 31 biomanufacturing, hydrogen, brain-computer interface and embodied-intelligence projects combined total RMB 26.59bn).
- The island splits into sector lanes. Haikou for business services and digital trade; Danzhou/Yangpu for ports and industry; Wenchang for aerospace; Qionghai/Lecheng for medical; Sanya/Yazhou Bay for seed industry and deep-sea tech; western Hainan for industrial and energy projects.
One important caveat: the handbook is not a prospectus and not a binding policy document. It states that project information is for cooperation reference only. The RMB 427.38bn should be read as indicative project scale, not committed or approved capital. It shows where Hainan wants operators, capital and sector specialists to engage, it does not confirm that any single project is investable on acceptable terms. Project stage, land status, ownership structure and foreign-investor eligibility are not provided. The list opens doors; it does not unlock them.
