Hainan Introduces Paperless Customs Clearance for New Zealand Products

March 13, Haikou Customs announced a new initiative in alignment with the State Council’s directive to improve the port business environment and facilitate cross-border trade. Hainan has introduced a paperless customs clearance system for nine categories of products imported from New Zealand to China, utilizing electronic health certificates issued by the New Zealand Ministry for Primary Industries.

When importing the following product categories, companies can complete customs procedures by simply entering the electronic health certificate number, eliminating the need to submit paper health certificate scans:

  • Beef and lamb products
  • Bee products
  • Aquatic products and aquatic animals
  • Edible deer products
  • Frozen sheep casings
  • Salted sheep casings
  • Medicinal deer antlers and horns

Customs authorities will verify the certificates through a networked electronic system, making the process faster and more efficient.

In case of special circumstances, such as network issues, companies will still have the option to clear customs using paper health certificates issued by New Zealand. This streamlined system underscores Hainan’s commitment to fostering trade facilitation and promoting an optimized business environment.
