Press release: Newly implemented projects and policies in the Haikou Jiangdong New Area

First QFLP fund business lands in Haikou Jiangdong New Area

The Hainan Bank of Communications, International Kechuang Shengxing Equity Investment Partnership (Limited Partnership) registered in the Haikou Jiangdong New Area.

It is the first Qualified Foreign Limited Partner (QFLP) fund in the Hainan Free Trade Port and an important innovative measure to promote cross-border investment and facilitating financing in Hainan.

The scale of the fund is about 100 million US dollars and will mainly focus on the new-generation information technology industry, financial technology and high-end equipment, with a focus on supporting the development of relevant high-tech enterprises in China.

The first aviation aircraft leasing business

On August 28, 2020, the AVIC International Leasing Co. Ltd. signed a contract with the lessee of Zhuhai AVIC General Aviation Co. Ltd. and Hebei AVIC General Aviation Co. Ltd. in Haikou.

This is the first single substantive aircraft leasing business in Hainan.

The first domestic large aircraft leasing project implemented

On 21st October, 2020, the ARJ21-700 domestic aircraft from China Southern Airlines landed at Meilan International Airport in Haikou.

This marks the official landing of a domestic aircraft leasing project since the release of the “Hainan Free Trade Port Construction Master Plan”.

The first ship charter business

AVIC International Leasing Co. Ltd. Delivered and leased a 59,990 DWT Jianghai bulk carrier for domestic trade through the SPV (Special purpose vehicle) platform set up in Haikou. This is the first ship leasing business in Haikou since the release of the Hainan Free Trade Port Policy.

The first business jet operating company settles in Jiangdong

On October 30, 2020, Deer jet moved into Haikou Jiangdong New Area.

This is the first business jet operation company with complete qualifications and licenses in Hainan, marking the official launch of the business jet industry in the Hainan Free Trade Port.

The first business jet 6C high-level inspection service.

On November 5, 2020, a business jet arrived at the Hainan business jet maintenance base of Deer Jet and successfully passed a high-level (6C) inspection.

This is the first inspection and maintenance that was carried out by the first business jet maintenance base in Hainan, filling the gap in the business jet inspection and maintenance industry in Hainan.

The first order for post-audit offshore trade business.

Shandong Energy Group CO., LTD through Yankuang Intelligent Logistics, successfully carried out the first post-audit offshore trade business, with a business amount of 3.75 million dollars.

Coal was sold from mines in Australia to Malaysia, and the settlement was taken care of in Haikou.

The first “Zero-Tariff” cargo of raw and auxiliary materials for trade in aviation materials.

On December 1, 2020, the weather radar transceiver imported by Hainan Airlines successfully completed customs clearance procedures at Haikou Meilan Airport Customs.

The value of the import was 3.813 million yuan with a tax exemption amount of 530,200 yuan.

This is the first time materials have been imported through the “zero-tariff” policy for imported aviation materials and it marks the official implementation of the first “zero-tariff” list of the Hainan Free Trade Port.

First business jet registered in Hainan Free Trade Port was introduced into Jiangdong

In December 2020, Shanghai Deer Jet, a subsidiary of HNA group successfully completed the introduction of a managed business jet (Gulfstream G650ER), which is the first business jet from Shanghai Deer jet registered in the Hainan Free Trade Port.

The first 100 billion yuan trading took place

Hainan International Energy Trading Center successfully achieved an annual turnover target of 110 billion yuan, becoming the first in the Hainan Free Trade Port to break the 100 billion yuan mark.

The first international cultural exchange centre was launched

Hainan international cultural art trading centre co. LTD. was founded and registered in Haikou Jiangdong New Area, it will provide cultural relics auction and sale, import and export business, network culture art, non-bank financial services, financial assets management services, bonded logistics, warehousing services and goods under customs control.

First inspection and maintenance of an overseas aircraft entering China

An Airbus A320 aircraft of Lanmei Airlines (Cambodia) Co. Ltd. arrived in Haikou on Jan 12, 2021 and completed high-level inspection and maintenance over 9 days.
