Foreigners living and working in Hainan can now buy imported daily-use consumer goods locally at zero tariff, under a new policy introduced as part of the Hainan Free Trade Port framework.
The policy allows eligible long-term residents, including foreign nationals and Hong Kong, Macao, and Taiwan residents, to shop at designated duty-free stores on the island, without needing to travel abroad or leave Hainan.

The policy applies to three main groups of residents. For foreign professionals and long-term residents, the key category is the third group.

Where Are the Stores?
The first batch of five duty-free stores is being opened in:
- Haikou
- Sanya
- Danzhou
The initial stores are scheduled to open from February 11.
More locations may be added as the system expands.
Spring Festival Incentives
To encourage early use of the new system, Hainan authorities are issuing:
- Duty-free shopping vouchers
- Opening-period promotions
- “Spring Festival gift” packages
These subsidies are intended to reduce prices further during the launch period.
Availability and value may vary by store and location.
How the System Works in Practice
When shopping at a participating store:
- You present your residence permit
- Your eligibility is verified digitally
- Purchases are registered under your identity
- Goods are sold at zero tariff prices
The process is designed to be similar to existing duty-free systems, but adapted for residents rather than tourists.

Unlike Hainan’s “off-island” duty-free policy, this system:

Although the policy is broad, it is not unlimited.
