Foreigners in Hainan Can Now Buy Imported Goods Tax-Free — Here’s How

Foreigners living and working in Hainan can now buy imported daily-use consumer goods locally at zero tariff, under a new policy introduced as part of the Hainan Free Trade Port framework.

The policy allows eligible long-term residents, including foreign nationals and Hong Kong, Macao, and Taiwan residents, to shop at designated duty-free stores on the island, without needing to travel abroad or leave Hainan.

Here is who qualifies, what documents are required, and how the system works in practice.

Who Can Use the Policy?

The policy applies to three main groups of residents. For foreign professionals and long-term residents, the key category is the third group.

No special application is required. Your existing residence documentation is used for verification at the store.

The policy covers imported daily consumer goods, including:

  • Food and beverages
  • Skincare and cosmetics
  • Household items
  • Personal care products
  • Selected consumer brands

This is different from airport duty-free or outbound duty-free shopping. It is designed for daily living, not tourism.

Residents can buy items as needed throughout the year.

Where Are the Stores?

The first batch of five duty-free stores is being opened in:

  • Haikou
  • Sanya
  • Danzhou

The initial stores are scheduled to open from February 11.

More locations may be added as the system expands.

Spring Festival Incentives

To encourage early use of the new system, Hainan authorities are issuing:

  • Duty-free shopping vouchers
  • Opening-period promotions
  • “Spring Festival gift” packages

These subsidies are intended to reduce prices further during the launch period.

Availability and value may vary by store and location.

How the System Works in Practice

When shopping at a participating store:

  1. You present your residence permit
  2. Your eligibility is verified digitally
  3. Purchases are registered under your identity
  4. Goods are sold at zero tariff prices

The process is designed to be similar to existing duty-free systems, but adapted for residents rather than tourists.

How This Differs from Traditional Duty-Free Shopping

Unlike Hainan’s “off-island” duty-free policy, this system:

  • Does not require outbound travel
  • Is designed for residents
  • Allows frequent small purchases
  • Supports everyday consumption

In effect, duty-free shopping is being integrated into daily life on the island.

Important Limitations

Although the policy is broad, it is not unlimited.

Residents should be aware that:

  • Purchase quotas may apply
  • Stock may be limited in early stages
  • Identity checks are required
  • Resale is prohibited
  • Some product categories may be restricted

Authorities have also urged consumers to shop rationally and avoid hoarding.

This policy reflects a wider shift in how Hainan’s Free Trade Port is developing.

Rather than focusing only on tourism incentives, authorities are increasingly extending benefits to long-term residents, including foreign professionals.
