Funding Open: Hainan’s 2025 Science & Technology Commissioner Program

The Hainan Provincial Department of Science and Technology has officially launched the application period for the 2025 Hainan Provincial Science & Technology Commissioner Program. Proposals must be submitted by 5:00 PM on October 25 through the Hainan Science and Technology Business Management System stcloud.hainan.gov.cn/egrantweb/ (海南省科技业务综合管理系统).

Backed by provincial funding, this initiative supports individuals and teams who can apply science and technology to solve practical problems in rural revitalization, enterprise innovation, and grassroots healthcare. The program offers RMB 100,000 per project for individuals and RMB 300,000 per project for teams, with funding provided upfront.

Key Focus Areas

1. Rural Revitalization

Projects in this category aim to address real-world challenges in agricultural production through applied R&D. Priorities include:

Tackling critical agricultural technology bottlenecks

Introducing and promoting new crop varieties and farming techniques

Establishing demonstration sites for agricultural innovation

Delivering technical training and science outreach to build local expertise

2. Enterprise Services

Support in this track is targeted at boosting the tech capabilities of local businesses. Focus areas include:

Helping companies craft long-term technology development strategies

Facilitating partnerships between enterprises, universities, and research institutions

Contributing directly to R&D to solve production and product development hurdles

Improving product competitiveness through applied technological solutions

3. Healthcare

This component focuses on strengthening primary healthcare institutions across the province. Support includes:

Building capacity in underserved specialties

Improving the diagnosis and treatment of common and chronic diseases

Enhancing hospital management systems through better standardization and operational efficiency

Assisting in the creation of a province-wide referral and tiered care system

Who Can Apply:

Eligible applicants include universities, research institutions, enterprises, and medical organizations. These entities must organize and submit proposals on behalf of their appointed science and technology commissioners.

Applications must be submitted through the Hainan Science and Technology Business Management System stcloud.hainan.gov.cn/egrantweb/ (海南省科技业务综合管理系统) by the October 25 deadline. Detailed guidelines are available from the Hainan Provincial Department of Science and Technology.
