Haikou City’s Comprehensive Transportation System Plan 2020-2035

According to the general requirements of Haikou City's "14th five-year plan", the Haikou Transportation, Port and Shipping Administration issued The Haikou Comprehensive Transportation System Plan 2020-2035, (draft plan).

Enhancing the status of Haikou as an international hub city

It is understood that the overall development goal of the plan is to enhance the status of Haikou as an international hub city, connect with new land and sea channels, build a high-quality road and public transport system, focus on building a green travel demonstration city, and build an “open-synergy, efficient, green, dynamic and comprehensive transportation system.

The space-time accessibility targets can be divided into island outer ring, island inner ring, comprehensive economic zone and main urban area.

The island outer ring “1-2-3”: establishing a mode of transportation in which passenger transport is dominated by aviation and cargo is dominated by ports, so as to achieve unimpeded access to the world in 1 day, and access to the city cluster of the Guangdong-Hong Kong-Macao Greater Bay Area in 1.5 hours as well as reaching major cities in China in 3-4 hours.

The island inner ring “2-1-0.5”: the inner ring of the island will be mainly based on high-speed rail and road transportation, creating a 2-hour smooth travel circle between Haikou City and the main districts and counties on the island.

The Haikou comprehensive economic zone, “1-hour urban life circle”: will be mainly composed of regional rail transit and intercity bus to realize a one-hour urban life circle.

The main urban area “0.5-hour commuting circle”: will be mainly composed of urban public transport in the near future and urban rail transit as the backbone in the long term, so as to build 0.5-hour commuter circle in the main urban area.

Building a modern, international, comprehensive transportation hub system

Accelerate the Opening and Operation of the Zhanhai High Speed Rail across the Qiongzhou Strait

In terms of building a modern, international transportation hub system, the plan proposes to build an international external transportation hub system with Meilan Airport and Haikou Port as the core, and the high-speed railway network, expressway network and rail transportation network as support.

The plan focuses on the external hub to achieve global connectivity in 1 day, the city group of the Guangdong-Hong Kong-Macao Greater Bay Area in 1.5 hours, and the whole country in 3-4 hours.

Meilan Airport is positioned as an international aviation hub facing the Pacific and Indian Oceans. The three-phase plan will be realised by 2035, with a design throughput of 60 million people/year; the long-term plan will be realized by 2050, with a design throughput of 100 million people/year.

The construction of the rail collection and distribution systems focuses on the introduction of line 1 and line 5, with the proportion of green transportation travel reaching 40%. 5 highways and 6 expressways are planned to form the road collection and distribution system.

In terms of port construction, the plan proposes the overall layout of Haikou Port with “one port and three districts, one body and two wings”. As a passenger and cargo ro-ro gateway port in the Qiongzhou Strait, Xinhai port plans to build a convenient, efficient and green, world-class comprehensive transportation hub and a port terminal hub that supports high-speed rail transit across the sea. Macun Port will be the freight port, with Xiuying Port gradually being retired and returned to the city.

By 2035, it’s expected that passenger throughput of the Xinhai port area will reach 52 million people per year, the passenger car throughput will reach 3.6 million vehicles per year, the ro-ro cargo throughput will reach 105 million tons per year, and truck throughput will reach 3.4 million vehicles per year. 

Construction plans for Xinhai Port Road collection and distribution system, and the “A”-shaped “two vertical and three horizontal” high-speed expressways have been made.

In terms of railway development, the plan proposes to speed up the opening and operation of the Zhanhai Qiongzhou Strait high-speed railway.

Major projects such as the Qiongzhou Strait sea-crossing project, the planning of the Haikou-Sanya mid-line high-speed railway, the southward relocation of the high-speed railway line around the island, and the Haikou-Sanya sightseeing train are in the planning stage. 

Haikou Station will serve as the main hub, and the starting station for the high-speed railway around the island, and serve the high-speed railway sea crossing in the future; with Haikou East Station and Meilan Station as auxiliary hubs. Haikou South Station will serve as the railway freight hub, building a freight center station.

Promoting “Haikou/Chengmai/Wenchang/Dingan” (Haicheng-Wending) traffic integration

In promoting “Haicheng-Wending” transportation integration, the plan proposes a comprehensive economic circle, focusing on regional rail and backbone roads to realize a 1-hour urban life circle.

The plan proposes to build a backbone road network that radiates vertically and horizontally connecting both internally and externally with a “three-ring and five-radius” expressway network and “two horizontal and seven vertical” national and provincial trunk lines. 

The dual-network integration will provide a punctual and efficient travel mode for the construction of the “Haicheng-Wending” regional free trade port, guaranteeing the development of economic and trade activities, and supporting the flow of people.

Three regional express lines, three high-speed railway lines around the island and two freight lines are planned.

In addition, the plan proposes that Haikou should build a county road network with clear functions, optimised structure, and sensible layout. 

34 county roads are planned with a total mileage of 545.5km. Among them, 182km are original county roads, (including upgrades), 306km of rural roads and 57.7km of newly built county roads; compared with the current mileage (233km), the planned mileage will increase by 312.5km.

Building a public transport-led city

Overall plan for 5+1 urban rail transit and city line network

The plan proposes to develop the public transport system in stages. In the near future, urban bus passenger transport will be the backbone, and in the long term, urban rail transit will be used as the mainstay to build a 0.5-hour commuting circle in the main urban area (0.5 hours from the main city urban area to the Changliu commuter circle and 0.5 hours for the main city urban area to the Jiangdong commuter circle).

Before the rail transit network is put into operation, a 215km dedicated bus lane network is planned. Along with the rail transit operation network, a 126km bus lane network is planned with a total of 108 bus stops in the main urban area of the city.

The overall plan is to build a rail transit network of 5 urban rail transit lines + 1 East Ring urban area line, covering Haikou central urban area and key functional areas on both sides.
