Hainan Province Officially Enters the 2025 Flood Season

On May 15, 2025, Hainan Province officially began its flood season. This declaration marks the beginning of a critical period that typically spans from May to November, during which over 85% of the island’s annual rainfall occurs. It also signals the activation of the province’s comprehensive flood control and emergency response measures.

Preparedness Measures

All cities, counties, and relevant departments must implement a 24-hour duty system, focusing on constant monitoring, weather forecasting, and early warning systems. The goal is to ensure rapid response and minimize potential risks.

2025 Flood Season Expectations

The 2025 flood season is expected to bring 6 to 8 tropical cyclones, with 1 to 2 possibly making landfall on Hainan. The first storm could arrive by mid-June. Given the island’s geographical layout, which includes low-lying coastal areas and mountainous interiors, Hainan remains particularly vulnerable to the risks associated with these storms, including heavy rainfall, landslides, and flooding.

In addition to tropical cyclones, the island can expect intense rainfall events, which, in past years, have led to significant disruptions, as seen in the floods of October 2024.

These extreme weather events caused widespread evacuations, infrastructure damage, and unfortunately, casualties. The province’s efforts this year aim to minimize such risks and protect both local residents and visitors.

Key Safety Measures

Authorities are focusing on risk management through weather monitoring, infrastructure inspections, and public education campaigns. Special attention will be given to evacuation planning and the preparation of emergency shelters. These measures aim to reduce casualties and ensure the safety of both residents and tourists.

The main goal is to protect lives, property, and critical infrastructure while maintaining social and economic stability during peak storm months, which typically runs from August to September.
