HK, Macao and Taiwan professionals can file for practice in Hainan.
Hainan Province issued a number of special measures recently to allow professionals who come from Hong Kong, Macao and Taiwan and who meet certain requirements to file for practice on the island.
The Administrative Measures for Professionals from Hong Kong, Macao and Taiwan in the China (Hainan) Free Trade Pilot Zone and Hainan Pilot Free Trade Port validated on April 15.
The requirements include the following
- Compliance with China’s laws and regulations;
- Practice qualifications in finance, construction, planning, patent agency and other industries;
- Personal promise of no record of violations of laws and regulations in the past three years, and good personal credit.
According to the measures, professionals from Hong Kong, Macao and Taiwan must register at related departments in Hainan before they work as an employee of a firm or an enterprise in accordance with guidelines from the relevant departments; they are also entitled to open an office in Hainan in compliance with the laws and regulations.
The Hainan provincial departments of finance, architecture, urban planning and patent agency are to formulate corresponding guidelines to conduct industry supervision and management of the professional talents.
The measures also clarify that if professionals violate laws and regulations in China or have poor behavior in terms of performance and integrity during their practice in Hainan, the relevant departments will deal with violation cases in accordance with the law.
