The centre will adopt a “one headquarters, multiple centres” layout:
Sanya Headquarters and Education Base, will house the International Astronaut Exchange Centre, an astronaut archive, and aerospace simulation laboratories, serving as the administrative and educational hub.
Health Management Centers, located in Sanya, Qionghai, and Danzhou, equipped with rehabilitation and recovery facilities providing healthcare services to astronauts worldwide.
This structure will ensure both international coordination and localized astronaut support services.
Strategic Rationale for Hainan Selection
According to Wang Tianyi, executive chairman of the International Peace Alliance (Space), Hainan was chosen because it symbolizes China’s openness to the outside world. Through Hainan’s role as a free trade port, China’s scientific and technological achievements can build bridges to the global community, while the astronaut program helps promote Hainan internationally.

The centre will implement an annual “astronaut holiday program”, inviting astronauts from around the world to Hainan for science-education livestreams, technical consultations, and cultural exchange activities.
Future expansion plans include cooperation in space tourism and commercial spaceflight, positioning Hainan as an emerging hub for commercial space activities.

Dominic Antonelli, former NASA astronaut, expressed enthusiasm for collaborative scientific research and technology development.
Andy Turnage, executive director of the Association of Space Explorers, highlighted the educational mission, emphasizing the importance of astronauts engaging directly with students and the public. He noted the organization’s hope to conduct annual educational and space technology exchanges in Hainan.
Broader Context: IPSPACE 2025 Conference
The announcement was made during IPSPACE 2025, organized in association with the International Peace Alliance (Space) and partners, under the theme “One Space, One Shared Home.” The three-day symposium brought together about 50 experts and astronauts from China and abroad to discuss peaceful space technology and global cooperation.
Driss El Hadani, deputy director of the United Nations Office for Outer Space Affairs, emphasized that space is “the largest infrastructure shared by all humanity” and stressed the need for joint efforts to address challenges such as limited orbital resources and space debris.
