Latest Interpretation of Supporting Policies on the Development of a Headquarters Economy in Haikou

I. Certified Headquarter Types

New Headquarters

Regional headquarters of multinational companies, integrated or regional headquarters, high-growth headquarters and headquarters of international organizations or institutions in Haikou established or moved in no earlier than January 1,2018.

Existing Headquarters

Regional headquarters of multinational companies, integrated or regional headquarters and high-growth headquarters in Haikou established before January 1, 2018 and still operational.

II. Scope of Application

Applies to headquarters setting up within the scope of Haikou City for tax, locally registered industrial and commercial units who receive certificates issued by the Hainan Headquarter Economic Development Promotion Association Committee in accordance with the Measures for Hainan Headquarter Enterprises Certification and Management.

Does not apply to headquarter enterprises with registered address that have been changed to Haikou after the Measures for Hainan Headquarter Enterprises Certification and Management were issued. Such enterprises shall not be supported by above or any other related policies.

III. Policy Restraints

Applicant Enterprise shall reimburse the full amount of obtained reward funding if it fails to achieve the promised financial contribution to local economy during the term of the application.

Headquarter enterprises (except regional headquarters of international organizations or institutions) will enjoy an annual reward fund, the amount of which shall not exceed the total financial contribution made by the headquarter enterprises to Hainan province and Haikou city in that year. Once exceeded, the excess reward may be allocated as a balance for the next year.

IV. Development Direction of Headquarters Economy

Introduce enterprise headquarters from multinational companies and large domestic company groups to setup and develop in Haikou. Encourage further development of existing enterprise headquarters.

Help develop and upgrade existing enterprises to enterprise headquarters, offer support services with featured accounting firms, law firms, management consulting and training services.
