New changes to the Hainan Health code as of August 17th

On August 17th, in order to better investigate and control high-risk groups and scientifically and accurately prevent and control the coronavirus epidemic, the provincial headquarters revised the “Hainan Health Code Rules.”

The rules are as follows:

Definition of a “Red Code”

Confirmed and suspected cases under isolation treatment as well as asymptomatic infections under isolation and observation;

Close contacts of confirmed, suspected cases and asymptomatic infected persons who are undergoing centralised quarantine observation or home medical observation;

Those who have lived in high-risk areas and have been isolated for less than 14 days;

Entry persons who are under medical observation in a centralised or home isolation;

Self-reported persons with history of residence or travel in high-risk areas.

Definition of a “yellow code”

Individuals who report fever, shortness of breath and respiratory symptoms as well as those who visit fever clinics in the province;

Those who have been confirmed as infection cases, asymptomatic infections, and suspected cases within 14 days of being released from isolation;

Personnel from medium-risk areas: People who have lived in a medium-risk area or an epidemic-involved area in the province;

Key personnel who may have been exposed: The health code will change to a “yellow code” for those who have stayed in the surrounding area for more than 30 minutes anytime within 4 days before the onset of a confirmed case.

After receiving a SMS reminder, personnel with a yellow code must go to the nearest temporary sampling point (or medical institution) for nucleic acid testing. If the test result is negative, the health code will automatically restore to a green code.

Potential close contacts: assessed through video surveillance, electronic payment, on-site or telephone surveys, etc., the health code of those who have a high risk of infection having been in the same place as a positive infected person but have not been judged as close contacts.

Converted to “yellow code”: After receiving a SMS reminder, yellow code personnel must go to the nearest temporary sampling point (or medical institution) for nucleic acid testing. If the test result is negative, the health code will automatically restore to a green code.

It is worth noting that the above-mentioned high-risk areas and case trajectories are adjusted in real time according to the official website of the national and relevant provincial and municipal health commissions.

Definition of a “Green Code”

Assigned persons other than “red code” (high risk) and “yellow code” (medium risk).

The transcoding rules are as follows:

“Red code” to “Yellow code”

After the confirmed case is cured, from the day of discharge (inclusive) up to the 14th day;

After the asymptomatic infected person is isolated, from the date of release (inclusive) up to the 14th day;

After the suspected case is excluded from the system, up to the 14th day;

The system is automatically updated.

“Red code” to “green code”

After patients with unexplained fever determine the cause of the fever and undergo a nucleic acid test to rule out the coronavirus infection, the headquarters of each city and county will perform transcoding.

After the quarantine has been lifted for travellers or persons with a history of residence in high-risk areas, the code will be transcoded by the headquarters of each city and county.

Persons with a history of residence in high-risk areas, (if as a result of personal error or miss-operation, people can recheck and transcode through the Hainan Health Code program); if there is a history of residence in high-risk areas, it will be controlled by the headquarters of each city and county.

Transcoding is carried out by the headquarters of each city and county.

Persons who report that they have a history of overseas travel and residence (if as a result of personal error or miss-operation, people can recheck and transcode through Hainan Health Code program); or automatically transcode after three days after the system judges that there is no history of travel or residence abroad; if there is a history of overseas travel and residence, it will be determined by each city. The county headquarters will conduct management and control, and the city and county headquarters will perform transcoding.

“Yellow Code” to “Green Code”

People who report fever, shortness of breath, and respiratory symptoms can automatically transcode after 14 days of health check-in through the Hainan Health Code Program.

14 days after the confirmed cases, asymptomatic infected persons, and suspected cases are released from isolation and home health monitoring, the system will automatically transcode according to the date or through the headquarters of each city and county.

After fever clinics patients in the province have been cleared for coronavirus, they will be transcoded by the fever clinic; if there is no return for more than 30 days and there is a nucleic acid test certificate within 30 days, the system will automatically transcode.

Persons with a history of residence in medium-risk areas, key persons who may be exposed, and potential close contacts must undergo a nucleic acid test within 72 hours. If the nucleic acid test is negative, the system will automatically switch to a green code.

“Green Code” to “Red Code” and “Yellow Code”

In order to facilitate timely management and control of key personnel, checkpoint transcoding personnel at the headquarters of cities and counties, airports, terminals, railway stations, etc., can actively change “green codes” to “red codes” and “yellow codes.”

Hainan will quarantine people with red codes in a centralised manner in accordance with the regulations on epidemic prevention and control. Those with this code will not be able to take transportation and enter or leave public places.

People with a yellow code should try their best to reduce their movements before they turn to a green code and consciously suspend group activities such as gatherings and attending meetings.

Before turning to a green code they are not allowed to enter hotels, shopping malls, supermarkets, stations, airports, cinemas, KTVs, bars and other public Places, as well as special places such as schools, various types of prisons, nursing homes and welfare homes.

Those who cannot provide a negative certificate of nucleic acid test within 48 hours or whose health code is a yellow code are advised to return to their home for isolation;

If they find that they are unwell they should take personal protection, avoid public transportation and immediately go to the nearest fever clinic for nucleic acid testing and actively report their epidemiological history.

In addition, medical institutions at all levels and types shall not refuse patients’ treatment on the grounds of yellow codes.
