New Measures to Propel Hainan’s General and Low-Altitude Aviation Economy

Hainan proposes 18 measures to support the high-quality development of general aviation and the low-altitude aviation economy

On February 15th, the Provincial Department of Transportation announced that the “Several Measures to Support the High-Quality Development of General Aviation and Low-Altitude Aviation Economy in Hainan Province (Draft for Public Comments)” (hereinafter referred to as “Several Measures”) has been completed and is now open for public comments.

Hainan Province proposes 18 measures, focusing on promoting the introduction and cultivation of enterprises, supporting infrastructure construction, and fostering industrial cluster development, to inject strong momentum into the general aviation and low-altitude aviation economy of the entire province.

For new construction and expansion projects of general aviation facilities at transport airports, Class A general airports, and public airfields for low-altitude aircraft, socially invested projects can apply for funding support of up to 20% of the total investment after a third-party evaluation. The maximum support for a single airport project is 20 million yuan, and for a single airfield project, 5 million yuan.

For the construction and expansion projects of low-altitude public communication, navigation, and monitoring infrastructure that comply with provincial planning, if they are socially invested, funds can be applied for up to 50% of the total project investment after completing the project investment evaluation by a third party. The total annual financial support shall not exceed 25 million yuan.

Hainan will implement fiscal and tax incentives to support general aviation and low-altitude aviation economy enterprises. According to the regulations, these enterprises can enjoy the “zero tariff” policy on means of transportation and yachts, raw and auxiliary materials, self-use production equipment, duty-free processing value-added, aircraft (including related parts) re-imported into Hainan Free Trade Port after temporary outbound repair, duty-free temporary import and re-export of goods for repair, corporate income tax incentives, personal income tax incentives, and other tax reduction policies of Hainan Free Trade Port as well as other national tax incentives.

At the same time, leveraging the provincial government’s investment parent fund to mobilize social capital, Hainan supports high-quality fund management institutions to establish sub-funds that can invest in the general aviation and low-altitude aviation economy sectors of the Hainan Free Trade Port, promoting the high-quality development of the general aviation and low-altitude aviation economy industry.

Enterprises are encouraged to raise funds through the issuance of corporate bonds, medium-term notes, and short-term financing bills to develop the general aviation and low-altitude aviation economy.

Support is provided for eligible general aviation and low-altitude aviation economy enterprises to open multifunctional free trade accounts (EF accounts) and conveniently carry out international cooperation business using these accounts.

The “Several Measures” reveal that Hainan also plans to establish the Hainan Provincial General Aviation and Low-Altitude Aviation Economy Industry Investment Company.

This initiative encourages participation from municipal and county-level industrial investment companies and industrial parks, providing services to enterprises related to general aviation and the low-altitude aviation economy.

Through the Hainan Provincial Comprehensive Enterprise Service Platform, (海南省企业综合服务平台) a directory of enterprises, application scenarios, aircraft, talents, and aviation materials, along with their supply and demand information, will be published.

The plan also promotes the establishment of a low-altitude aviation economy industry association to leverage its service functions.

The public comment period for the “Several Measures” will end on March 16.
