In anticipation of the arrival of Super Typhoon Yagi, the Haikou City Flood, Typhoon, and Drought Control Command Office has issued a series of citywide safety measures. According to the latest forecasts, Yagi, the 11th typhoon of the year, is expected to make landfall between Qionghai, Hainan, and Dianbai, Guangdong, on September 6th. The storm is predicted to bring winds exceeding 15 on the Beaufort scale, along with heavy rain and storm surges, posing a serious threat to the city.
To protect the safety of residents and visitors, Haikou is implementing the “Six Stops” — a series of precautionary measures that will roll out across the city starting from 12:00 PM on September 5.
The Six Stops Include:
- Stopping Classes (from 12:00 PM, September 5)
All schools, universities, kindergartens, and training centres will suspend in-person classes and outdoor activities. Relevant personnel will be relocated to safer areas as needed. - Stopping Work (from 6:00 PM, September 5)
All non-essential businesses, including construction sites and crowded venues such as internet cafes, bars, restaurants, and night markets, will halt operations. Exceptions will be made for businesses providing essential services, such as water, electricity, medical care, and supermarkets. - Stopping Transportation (from 10:00 PM, September 5)
Public transportation, including buses, taxis, and ride-hailing services, will be suspended across the city. Bridges and tunnels, such as the Century Bridge and Jiangdong Tunnel, may be subject to traffic controls. Only emergency vehicles will be allowed on the roads. - Stopping Navigation
All vessels are prohibited from operating in Haikou’s waterways, with exceptions for emergency and authorized boats. Ships must dock in safe areas, and all crew members should evacuate. - Stopping Park Operations (from 12:00 PM, September 5)
All tourist attractions, parks, outdoor recreational facilities, and homestays will close. Travel agencies must suspend all tours, and water-based tourism activities will cease immediately. Residents and tourists are advised to avoid coastal areas. - Stopping Business Operations (from 8:00 PM, September 5)
Farmers’ markets, supermarkets, and other essential service providers will close, along with all non-essential businesses.
Safety and Emergency Support
During the storm, residents with urgent medical needs or other emergencies can call the city’s 12345 hotline for assistance. Haikou’s emergency shelters will also be open to the public for those needing refuge from the storm.
As Typhoon Yagi approaches, the situation in Haikou is becoming increasingly critical. Residents and visitors are urged to follow official instructions, take protective measures, and avoid unnecessary risks. Further announcements regarding the lifting of the “Six Stops” will be made depending on the storm’s impact.
