Hainan Introduces Funding for High-Quality Summer Camps and Study Tours

With the summer season approaching, summer camps and study tours are becoming increasingly popular. The Hainan Provincial Department of Tourism, Culture, Radio, Television, and Sports has developed the “Implementation Rules for Rewards for High-Quality Summer Camps and Study Tours in Hainan Province” (hereinafter referred to as the “Rules”). These rules outline the reward program for eligible high-quality summer camps and study tours.

Support Scope

According to the “Rules,” the support applies to organizations that host study tours for students from outside Hainan province, including kindergarten, primary, secondary, and tertiary students (including recent graduates). These tours must take place between June and August, include a stay in Hainan for at least three days and two nights, and visit at least three study tour bases. The rewards are as follows:

  • Groups of 500 participants or more receive a one-time reward of 50,000 RMB.
  • Groups of 1,000 participants or more receive a one-time reward of 100,000 RMB.
  • Groups of 3,000 participants or more receive a one-time reward of 300,000 RMB.

Funding is allocated on a first-come, first-served basis. If applications exceed the annual funding limit of 5 million RMB, the remaining applications will be deferred to the following year.

Eligibility Criteria

To apply for funding, organizations must have legal registration in Hainan and be independent legal entities such as enterprises, social organizations, or government institutions. Additionally, these organizations must primarily engage in summer camps, study tours, or related activities. Applicants must also demonstrate sound and standardised financial management systems, good accounting practices, tax compliance, and a strong banking credit history.

Application Requirements

When submitting an application for funding, organizations must include an execution plan for the summer camp or study tour. This plan should detail the group size and composition, tour routes and courses, facilities, division of responsibilities, and safety measures.

After passing the initial review and re-evaluation, applicants can submit their materials for incentives online via the provincial government’s “HaiyiDui” platform.

To access the “HaiyiDui” platform, follow these steps:

  1. Visit the Official Website: Go to the official website of the Hainan provincial government or directly to the “HaiyiDui” platform.
  2. Register an Account: If you do not already have an account, you will need to register. This usually involves providing personal or business information and verifying your identity.
  3. Log In: Use your registered credentials to log into the platform.
  4. Navigate the Services: Once logged in, navigate to the relevant section for submitting applications related to cultural events and incentives.
  5. Submit Application: Follow the instructions to fill out the necessary forms and upload required documents. Ensure all information is accurate and complete to avoid delays in processing.
  6. Track Application Status: After submission, you can track the status of your application through the platform.
