Hainan Offers Up to 3 Million Yuan incentives for Large-Scale Cultural Events

In recent years, numerous star-studded concerts and music festivals have taken place in Hainan, boosting tourism and consumer spending. To encourage businesses to invest in large-scale cultural events, the Hainan Provincial Department of Tourism, Culture, Radio, Television, and Sports has introduced the “Implementation Rules for Rewarding Large-Scale Concerts, Music Festivals, and High-Quality Theatrical Performances” (hereinafter referred to as the “Rules”). These rules aim to further energize Hainan’s performance market.

Eligibility Criteria

The “Rules” outline the basic criteria for eligibility. To qualify for the incentives, events must be offline, large-scale, ticketed concerts or music festivals held in Hainan, or high-quality performances by internationally renowned or top domestic troupes presented at national or provincial cultural festivals in Hainan.

Incentives will be based on the total number of tickets sold for each eligible event, with no more than four performances of the same event qualifying.

Support for Large-Scale Concerts and Music Festivals

For hosting internationally renowned or top domestic large-scale concerts and music festivals in Hainan, incentives will be given based on ticket sales and revenue:

  • Events with a total ticket sale of at least 20,000 and revenue of at least 10 million yuan will receive up to 500,000 yuan.
  • Events with a total ticket sale of at least 30,000 and revenue of at least 15 million yuan will receive up to 1 million yuan.
  • Events with a total ticket sale of at least 50,000, revenue of at least 25 million yuan, and over 40% of the audience from outside the island will receive a one-time reward of 2 million yuan.
  • Events with a total ticket sale of at least 100,000, revenue of at least 50 million yuan, and over 50% of the audience from outside the island will receive a one-time reward of 3 million yuan.

Support for High-Quality Theatrical Performances

For introducing high-quality performances by internationally renowned or top domestic troupes at major national or provincial cultural festivals in Hainan, incentives will be given based on audience numbers:

  • Performances with a total audience of at least 3,000 will receive up to 300,000 yuan.
  • Performances with a total audience of at least 5,000 and over 40% of the audience from outside the island will receive a one-time reward of 500,000 yuan.

Audience origin will be verified through identification documents.

Application Process

Applicants can submit their materials for incentives online via the provincial government’s “HaiyiDui” platform. The head of the Hainan Provincial Department of Tourism, Culture, Radio, Television, and Sports emphasised that the department will actively support eligible businesses in their applications, ensuring that all measures are effectively implemented.

This initiative aims to create a more efficient and sustainable cultural tourism market, contributing to the stable development of Hainan’s economy.

To access the “HaiyiDui” platform, follow these steps:

  1. Visit the Official Website: Go to the official website of the Hainan provincial government or directly to the “HaiyiDui” platform.
  2. Register an Account: If you do not already have an account, you will need to register. This usually involves providing personal or business information and verifying your identity.
  3. Log In: Use your registered credentials to log into the platform.
  4. Navigate the Services: Once logged in, navigate to the relevant section for submitting applications related to cultural events and incentives.
  5. Submit Application: Follow the instructions to fill out the necessary forms and upload required documents. Ensure all information is accurate and complete to avoid delays in processing.
  6. Track Application Status: After submission, you can track the status of your application through the platform.
