Step-by-Step Guide: How to Access Hainan’s Windows/Doors & Home Improvement Subsidies

After the impact of the super typhoon “Yagi,” many homes in Hainan have suffered severe damage to windows and doors, leading to a surge in demand for replacements.

On September 11th, the Hainan Provincial Department of Commerce reminded residents that the province has implemented a subsidy program to help with replacing home improvement and furnishing products. You can get up to 3,000 yuan in subsidies when purchasing new windows and doors in Hainan.

According to the 2024 Hainan Provincial Home Improvement and Furnishing Subsidy Guidelines, 12 major categories of home improvement products are eligible for subsidies. These include smart home systems and devices, furniture (like bed frames, sofas, tables, chairs, wardrobes, mattresses), wood flooring, tiles, sanitary ware (bathtubs, toilets, sinks, faucets, showers, mop sinks, shower rooms), custom kitchen cabinets, doors and windows, door locks, latex paint, lighting, curtains, and ceilings.

Additionally, four products designed for seniors, such as massage chairs, wheelchairs, shower chairs, and commode stools, are also covered. In total, the subsidy covers 16 product categories.

Consumers who purchase eligible products from participating stores can receive a one-time subsidy of 15% of the product’s sales price. Each consumer can receive a subsidy once per product category, with a maximum of 3,000 yuan per category.

To access the subsidy, consumers can log into the UnionPay Cloud QuickPass App, click on the “Government Vouchers” section, and select the “2024 Hainan Home Improvement Kitchen and Bathroom Replacement Program,” (step-by-step guide below). After choosing the appropriate product category, they can display the payment code at checkout to receive the subsidy.

Currently, participating stores include retailers such as Hainan Wanjia Home Decoration Plaza (海南万佳家居装饰广场) and Easyhome in Haikou (居然之家海口店). Consumers can visit these stores to buy windows, doors, and other eligible products and receive the subsidy. More companies may join the program as their applications are approved.

Additionally, the province is expanding its support for replacing old home appliances. The number of eligible appliances has increased to 19 categories, and the maximum subsidy has been raised from 10% to 20%.

Step-by-Step Guide to Accessing Hainan’s Home Improvement Subsidies via the UnionPay Cloud QuickPass App

Step 1: Download the UnionPay Cloud QuickPass App

  • For iOS users: Go to the App Store and search for “UnionPay Cloud QuickPass” or “银联云闪付.”
  • For Android users: Visit a trusted Chinese app store (such as Huawei AppGallery or Xiaomi Store) and search for “UnionPay Cloud QuickPass” or “银联云闪付.”

Step 2: Set Up Your Account

  • Open the app and select your preferred language (look for English if it’s available).
  • Register with your mobile number. If possible, use a Chinese phone number for easier setup.
  • Complete your profile by following the on-screen prompts and verifying your identity.

Step 3: Access the Subsidy Section

  • Once you’re logged in, go to the homepage.
  • Find the section labelled “Government Vouchers” (in Chinese: 政府消费券), which should be highlighted during the subsidy period.

Step 4: Find the Hainan Subsidy Program

  • In the Government Vouchers section, look for the “2024 Hainan Provincial Home Improvement Kitchen and Bathroom Replacement Program” (2024年海南省家装厨卫换新活动).
  • Select the appropriate icon for the product category you’re purchasing (e.g., windows, doors, smart home devices, furniture).

Step 5: Make a Purchase at a Participating Store

  • Visit one of the participating stores in Hainan, such as Hainan Wanjia Home Decoration Plaza or Easyhome in Haikou.
  • Choose the eligible product you want to buy (e.g., windows, doors, etc.).

Step 6: Use the Payment Code

  • Open the UnionPay Cloud QuickPass app and generate a payment code.
  • Show the payment code to the cashier at checkout for the purchase of eligible products.
  • The subsidy (15% off the price, up to 3,000 yuan) will be applied automatically.

Step 7: Confirm the Subsidy

  • After the purchase, check the app to confirm that the subsidy has been applied.
  • You’ll see the amount of the subsidy deducted from the total and the remaining subsidy limit (if applicable).
