The Hainan Provincial Department of Commerce Information

The Hainan Provincial Department of Commerce (referred to as the Provincial Department of Commerce) is a provincial government department in charge of the province’s internal and external trade, international economic cooperation, investment promotion and port management.

The main responsibilities of the Hainan Provincial Department of Commerce are:

1 Implement the party and the country’s policies, laws and regulations on domestic and foreign trade, international economic cooperation, use of foreign capital, investment promotion, exhibition industry development, port management, as well as ensuring China (Hainan) Pilot Free Trade Zone with Chinese characteristics policies and measures for trading ports are implemented under the decisions and deployments of the Provincial Party Committee and the Provincial Government.

2 To study, formulate and organise the implementation of the province’s internal and external trade, international economic cooperation, use of foreign capital, investment promotion, headquarters economic development, development of the convention and exhibition industry, port management development plans, regulations and policies, and research and put forward relevant opinions and suggestions. Implement work related to the “Belt and Road” construction in Hainan to serve the country.

3 Take the lead in exploring a more flexible policy system, supervision model and management system for the province’s internal and external trade, organize the implementation of trade facilitation reform measures, and coordinate the promotion of the construction of a single window for international trade.

4 Organise the implementation of anti-dumping, countervailing, safeguard measures and other work related to fair trade in imports and exports within the province.

5 Responsible for the development of the provincial headquarters economy, the development of the exhibition industry and the development of e-commerce and investment promotion.

6 Responsible for the overall planning of innovation and development of the province’s service trade; responsible for the management of the province’s commerce and service industry.

7 Planning of wholesale markets (including bulk spot product markets) in the province, urban commercial network planning, and commercial system construction, promote the construction of rural market systems, and organise the implementation of rural modern circulation network projects.

8 Market regulation of important consumer goods and the circulation management of important means of production in the province.

9 Guide the province’s commercial credit sales, and supervise and manage special circulation industries.

10 Responsible for advancing the supply-side reform of the circulation industry in the province, promoting the standardisation of circulation and the development of modern circulation methods.

11 Responsible for managing the import and export trade of goods across the province, promoting trade liberalisation and facilitation, supervising and coordinating the international bidding of mechanical and electrical products, and controlling the export of dual-use items and technologies.

12 Responsible for the management and service of foreign-invested enterprises in the province, and guiding the relevant work of national economic and technological development zones in the province.

13 Responsible for the province’s foreign economic cooperation and related foreign aid.

14 Responsible for the coordination of port management in the province.

15 Responsible for the declaration and implementation of various business development fund projects at the central and provincial levels.

16 Guiding the business work of the Hainan International Economic Development Bureau.

17 To complete other tasks assigned by the provincial party committee, the provincial government and higher-level departments.

The “Catalogue for the Guidance of Foreign Investment Industries” was drafted by the Provincial Development and Reform Commission and the Provincial Department of Commerce and other departments, and jointly issued by the Provincial Development and Reform Commission and the Provincial Department of Commerce.

2 The division of responsibilities related to drug circulation management with the Provincial Drug Administration.

The Provincial Department of Commerce is responsible for formulating the province’s drug circulation development plans and policies, and the Provincial Drug Administration is responsible for the supervision and management of drug circulation, and it cooperates with the implementation of drug circulation development plans and policies.

3 The division of responsibilities related to exhibition management with the Provincial Department of Tourism, Culture, Radio, Television and Sports.

The Provincial Department of Commerce is responsible for formulating and organising the implementation of the province’s exhibition industry development strategies, plans, policies, and standards; responsible for the overall coordination, promotion and service of the exhibition industry; undertaking the daily work of the joint conference on promoting the development of the exhibition industry. The Provincial Department of Tourism, Culture, Radio, Film and Sports is responsible for coordinating the development of exhibition tourism with the Department of Commerce.

4 The division of responsibilities with related departments directly under the province.

The Provincial Department of Commerce is responsible for researching, formulating and organising the implementation of the province’s development plans, policies, measures, and rules and regulations, statistics, evaluating and analysing the province’s investment promotion, and taking the lead in planning, organizing and coordinating major province-wide investment promotion activities.
