Haikou’s Marine Economy: A Spatial Breakdown of the 11 Key Industries

On March 1st, the Hainan Daily reported that the Haikou Municipal Natural Resources and Planning Bureau had issued the “Industry Map for Innovative Development of Haikou’s Marine Economy” (hereinafter referred to as the “Industry Map”), the first of its kind in Hainan province.

The goal of the plan is to set the direction for the future development as well as coordinate the spatial layout of the city’s marine industry, accelerate the upgrading and adjustment of the industry, promote precise investment attraction and project implementation, and support the development of regional marine industry brands.

The plan provides a blueprint for the development of Haikou’s marine economy and aims to promote sustainable economic growth in the region.

The “Industry Map” covers the primary, secondary, and tertiary industries, with a focus on the marine tourism service industry, marine high-tech industries, modern marine service industries, and other related marine industries.

It is based on two dimensions, the spatial dimension and the industrial dimension. Two types of maps have been created, the current status map, and the future map.

The current status map highlights two types of resources, key enterprise resources, and industrial innovation resources. The future map includes the overall layout of Haikou’s marine industry, the positioning of marine industries in various districts, the positioning of key regional marine industries, and the spatial layout of 11 key industries. These four types of future maps combine to form the “1+1+1+11” plan.

The overall layout of Haikou’s marine industry includes an axis and a core, consisting of the innovative development axis of the marine economy industry and the development core, as well as the Jiangdong and Changliu groups. The plan is aimed at promoting the sustainable development of Haikou’s marine industry and providing a roadmap for the city’s economic growth in the years to come.

Haikou’s Marine Economy “Industrial Map” also clarifies the spatial layout of 11 key industries:

Among the areas highlighted are marine tourism, marine biopharmaceuticals, digital ocean industries, marine energy, green ocean engineering and construction, marine transportation, marine finance, cross-border trade, marine technology services, fisheries, and ocean exhibitions.

Marine Tourism Industry Development highlights a number of key areas including the Wuyuan-West Xiushui Coastal Leisure Tourism Zone, the Haikou Bay Coastal Tourism and Entertainment Zone, the Jiangdong International Marine Tourism Consumption Zone, and the Dongzhai Marine Ecological Tourism Zone. It also identifies several core locations including island tourism experience centres, duty-free shopping centres, and Guanlan Lake Leisure Tourism Resort.

The Marine Biopharmaceutical and Products Industry focuses on the Haikou Hi-tech Zone Pharmaceutical Valley Industrial Park as its research and development core and includes two key areas: the Haidian Island Marine Biopharmaceutical Research and Development Area, and the Mei’an Ecological Science and Technology New City.

The Digital Ocean Industry highlights a digital industry development belt with four core areas: Mei’an Ecological Science and Technology New City, Fuxing cheng Internet Information Industrial Park, Haidian Island Marine Digital Industry Agglomeration Zone, and the Jiangdong New District Marine Digital Industry Agglomeration Zone.

Other highlights include the Marine Energy Industry with a technical research and development core on Haidian Island, and the Xiuying and Longhua Districts as key areas. The Green Ocean Engineering and Construction Industry includes a central cluster area for marine engineering and construction and key areas in the Jiangdong New District and Xiuying District.

The Marine Transportation Industry identifies two major areas – the Xinhai Port Area Transport Service Zone and the Xiuying Port Area Transport Service Zone. The Marine Finance Industry Map highlights three key areas: the Haikou Sea Finance Centre, the Jiangdong Offshore Settlement Sea Financial Service Area, and the Daying shan Marine Insurance Sea Financial Service Area.

The Cross-Border Trade Industry identifies three core clusters – the Bonded Cross-border Trade Agglomeration Zone, the Xiuying Port Cargo Cross-border Trade Agglomeration Zone, and the Jiangdong New District Sea and Air Cross-border Trade Agglomeration Zone – along with three supporting areas, including the Meilan Airport, Daying shan, Guomao, and Xinhai Port cross-border trade zones.

The Marine Technology Services Industry identifies three main service clusters – the Central Professional Service Agglomeration Area, the Haidian Island Science and Technology Service Agglomeration Area, and the Jiangdong New District Comprehensive Service Agglomeration Area – and two supporting areas, including the Xihai Coast and Mei’an technology service centres.

The fisheries Industry identifies a core area for the fishing port economic zone, as well as a leisure fishing industry belt, a western ecological breeding area, a comprehensive development area for marine fisheries, and an eastern ecological breeding area.

Finally, the Ocean Exhibition Industry consists of the Ocean International Exhibition Centre, the central exhibition service agglomeration area, and the Jiangdong New District Business Exhibition Agglomeration Area.

The next step for Haikou will be to explore new paths for development of the marine economy through cultivating market entities, upgrading the industrial chain, building industrial clusters, and improving the industrial ecology.

By strengthening coordination between land and sea, accelerating project implementation, enhancing economic openness, attracting marine talent, improving financial support policies, and improving the business environment, Haikou City’s goals are to provide comprehensive development of its marine economy and promote high-quality development.
