At a press conference on November 30th, the Haikou Prevention and Control Headquarters announced that, since November 7th, a total of 38 confirmed cases and 143 asymptomatic infections have been found in Haikou. At present, the epidemic situation in Haikou is characterised mostly as imported and multi-point distributed, however the number of infected people in society is on the rise.

Recently, a total of 25 high-risk areas have been delineated based on the key activities and the residential areas of new positive infections. 

Haikou has equipped community prevention and control teams in each closed area to respond to residents’ demands in a timely manner, increase care and help for special groups such as the elderly, young, sick, disabled, and pregnant, to make every effort to provide basic life and medical care for citizens and friends in the closed area. 

Haikou is endeavoring to implement more scientific control measures. Medium-risk areas are no longer designated, and high-risk areas are generally delineated by units and buildings. If no new infections are found in high-risk areas for 5 consecutive days, they will be reduced to low-risk areas. 

In cases where the source of infection and the transmission chain are unknown, the community transmission time is long, and the epidemic situation is unclear, nucleic acid testing is generally carried out in key areas within the boundaries of the living places of positive infected people, workplaces and sites of frequent activity and high risk of epidemic transmission, to minimise the impact on people’s mobility and economic and social development.

Haikou is strengthening reserves of medical resources and implementing diagnosis and treatment at different levels, following the ninth edition of the diagnosis and treatment plan, and treating patients according to their condition. 

There are designated hospitals to treat severe patients, and shelter hospitals for treating asymptomatic infections and mild patients. 

Haikou No.4 People’s Hospital is a designated hospital for treatment, Haikou People’s Hospital is a sub designated hospital, and Haikou Hospital of Traditional Chinese Medicine is a red and yellow code hospital.

A shelter Hospital will be put into operation, entrusted by Haikou Third People’s Hospital with total of 940 beds and plans for 800 more. 90 cases have been admitted so far. Hainan Convention and Exhibition Center shelter hospital, with 2000 beds has been reserved, and the construction of a permanent shelter hospital with 2000 beds has been accelerated (including 80 beds for severe diseases).

All hospitals have formulated emergency response plans and provided training for medical staff. Haikou will maximise its daily medical resources, and coordinate the treatment of patients with new coronary pneumonia and guarantee daily medical services.

Next, Haikou will strengthen social prevention and control. Indoor public places in the city can only be entered with a negative nucleic acid test certificate taken within 48 hours, and strict prevention and control measures such as scanning location codes, checking health codes, and measuring body temperature will be implemented. 

In some venues 50% flow management restrictions will be implement, with continuous supervision and inspection of epidemic prevention and control law enforcement. 

Haikou will accelerate the promotion of vaccination, especially in the elderly population to increase the coverage of immunization, and build a solid barrier for epidemic prevention and control.
