Supporting Foreign Entrepreneurs in Hainan’s Free Trade Port

Haikou International Talent Home was established in 2021 as Hainan Province’s first dedicated service platform for international professionals. Operating under a model that pairs government policy support with professional management, the organisation provides foreign talent with practical assistance across the full arc of their time in Hainan, from arrival and employment through to starting and growing a business.

What the Organisation Does

Since opening, Haikou International Talent Home has recruited more than 500 foreign professionals to Hainan, including over 20 foreign academicians, and helped establish two Foreign Academician Workstations in the province. The organisation has hosted more than 300 networking and talent-matching events, drawing a cumulative 10,000-plus attendees, and run over 100 training sessions and lectures for more than 5,000 participants.

Beyond the numbers, the organisation focuses on helping foreign nationals navigate the practical realities of working and doing business in China. It runs job fairs specifically for international candidates, maintains a talent supply-and-demand database, and organises regular sessions where foreign experts share professional experience with local companies in areas such as project management and market analysis.

The organisation also runs a volunteer programme that has completed more than 80 community and public service activities, and has formed a football team and choir to promote social integration between international and local residents.

The Entrepreneurship Incubation Programme

The flagship offering is an entrepreneurship incubation programme for foreign nationals, running since December 2021. Five cohorts have been completed to date, comprising 50 classroom sessions and 15 field activities, with more than 200 participants in total.

Classes are taught bilingually, and the curriculum is structured around four modules: understanding the local business environment, building an entrepreneurial mindset, writing a business plan, and implementing a project. Participants with viable ideas receive hands-on mentoring that follows them from initial concept through business registration, pitch preparation, and early-stage operations.

The teaching team includes Chen Minghao, a nationally accredited IYB (Improve Your Business) entrepreneurship instructor with experience across more than 20 provincial and municipal institutions, and Guo Yaohua, who brings over 20 years in e-commerce and international trade and serves as director of the cross-border e-commerce committee at the Haikou E-Commerce Association.

An incentive and evaluation system assesses participants on both learning outcomes and business progress, with strong performers receiving further support and value-added services.

Several businesses have emerged from the programme. Jan Kerekes, a Canadian national, co-founded Haikou Quanliang International Trading Co., Ltd. after completing the first cohort. The company imports products from Slovakia including mineral water and fruit wines; its Gemaika Natural Sparkling Water brand attracted attention at the China International Consumer Products Expo and won a gold award at the 2025 Guangzhou International Water Tasting Competition.

“Dali,” a Kazakhstani national who attended a talent-matching event, went on to register Haikou Dali Sali International Trading Co., Ltd., trading across children’s goods, automotive parts, network hardware, and real estate, with reported annual sales of RMB 2 million.

Amissah Richard Frank, from Ghana, completed the fifth cohort and established Haikou Felix Business Services Co., Ltd., focused on import-export trade and Africa-China business facilitation. The company has reportedly helped six African businesses set up in Haikou, with projected annual revenue of RMB 5 million.

Results and Plans

Haikou International Talent Home says it has helped foreign nationals found nearly 50 companies in Hainan to date, spanning a range of sectors.

Looking ahead, the organisation plans to expand its international partnerships to attract more overseas talent, refine the incubation curriculum, and develop dedicated community infrastructure to improve the day-to-day living environment for foreign professionals in Haikou.

Haikou International Talent Home operates under the guidance of the Haikou Foreign Experts Bureau.
