Q. What are the new convenience measures when applying for work permits in Hainan?

A: (1) The application can be processed directly after passing a preliminary online review by the relevant department and an electronic receipt will be issued. Applicants are not required to provide paper materials for verification

(2) High-end foreign talents shortlisted in China’s relevant talent plans complete all processes online without submitting paper materials for verification.

(3) Those who meet the high-end foreign talent (Class A) standards in the Classification Criteria for Foreigners Working in China (i) shortlisted in relevant domestic talent plans; (ii) conforming to internationally certified criteria for recognition of professional achievements; (iii) conforming to market-oriented and encouraged post demands; (iv) belonging to innovative and entrepreneurial personnel with the highest diploma (academic certificate), can adopt a commitment system for work qualification.

(4) The certificate of non-criminal record can be subject to a commitment system in light of the actual situation;

(5) Those who have entered China with other visas and valid residence certificate can apply for foreigners’ work permits in China within the territory of China;

(6) For those who apply for a foreigners’ work permits in China, an extension of foreigners’ work permits in China or cancellation of their application, the relevant department will make a decision within five working days.

(7) Those who apply for a “working in China for less than 90 days” visa in conformity with the high-end foreign talent (Class A) criteria in the Classification Criteria for Foreigners Working in China can apply for an invitation letter for foreign experts to visit China with the company of other foreign experts.

After obtaining an invitation letter for foreign experts to visit China, they can apply for F-visa for multiple entries and exits without handling work-type residence certificates after entry.
