New Pickup Methods for Duty-Free Shopping in Hainan Free Trade Port

Announcement on Adding New Pickup Methods for Duty-Free Shopping for Travelers Leaving Hainan Island

Ministry of Finance, General Administration of Customs, and State Administration of Taxation Announcement No. 2 of 2021

To support the development of the Hainan Free Trade Port, accelerate the establishment of an international tourism consumption centre, and further facilitate shopping for travellers, we hereby announce the following regarding new pickup methods for duty-free shopping for travellers leaving the island:

When travellers leaving the island purchase duty-free goods at duty-free shops (including approved online sales windows) using valid identification and departure information, they can now choose to have their purchases delivered by mail in addition to picking them up in designated areas at airports, train stations, or docks.

For mail delivery, the recipient, payer, and purchaser must be the traveller, and the delivery address must be outside of Hainan Province. The duty-free shop must verify that the traveller meets these requirements and has actually left the island before mailing the duty-free items in a single shipment.

Residents of Hainan can choose to collect their duty-free purchases when they return to the island. To do this, they must provide valid identification and actual travel information when picking up the items.

The duty-free shop must confirm the identity of the person collecting the goods and verify their departure information before handing over the duty-free items. Residents of Hainan include Chinese citizens with a Hainan Province ID card, residence permit, or social security card, as well as foreign nationals living and working in Hainan with a residence permit.

Relevant departments in Hainan Province should provide the customs and tax authorities with verification information about the qualifications of local residents, travellers’ departure, ticket purchases, and network environment.

Specific regulatory requirements for mail delivery and return pickup methods will be announced separately by the General Administration of Customs.

This announcement takes effect from the date of publication.

Other provisions in the “Announcement on the Duty-Free Shopping Policy for Travelers Leaving Hainan Island” (Ministry of Finance, General Administration of Customs, and State Administration of Taxation Announcement No. 33 of 2020) remain in effect.
