Q: What are the conditions for registration?
Answer: (1) Electric bicycles that meet the new national standard “Technical Specifications for Safety of Electric Bicycles” (GB17761-2018) and have obtained the CCC certification, if the vehicles and materials are verified to meet the conditions, a license plate will be issued.
(2) For electric bicycles purchased before April 15, 2019, that meet the old national standard “General Technical Conditions for Electric Bicycles” (GB17761-1999), if the vehicles and materials are verified to meet the conditions, a license plate will be issued.
(3) For electric two-wheeled vehicles that do not meet the above two types of conditions, and electric motorcycles that do not fall within the management scope of the “Road Motor Vehicle Manufacturing Enterprises and Products Announcement”, record-filing management shall be implemented, and temporary license plates shall be issued during the transition period.
Q: Is there a charge for licensing electric bicycles?
A: No fee will be charged.
Q: Do I need to buy insurance for electric bicycles?
A: It is not mandatory to purchase insurance, the owner voluntarily can choose to buy. If you encounter mandatory requirements or fake mandatory purchases, you can call 12123 to report.
In case of traffic accidents while riding electric bicycles, the traffic police advocate E-bike owners to purchase insurance.
Q: The motor number of the electric bicycle is in uppercase letters, and the invoice is in lowercase. Will it affect the registration?
Answer: No effect.
Q: Can I apply without a residence permit?
A: All electric bicycles owned by individuals need proof of identity during the centralized registration and licensing period to apply for the electric bicycle registration and licensing.
Q: Are electric bicycle license plates universal?
Answer: According to the “Road Traffic Safety Law”, the management of non-motor vehicles is regulated by each province and city, and the regulations of each province only apply within the scope of the province.
Therefore, electric bicycles that have been registered in other provinces should apply to the local public security traffic control department for licensing in accordance with the “Regulations on the Registration of Electric Bicycles in Hainan Province”.
Q: My electric vehicle has been registered online for 18 days and has not been approved. What is the reason?
